☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This is the tool used for fault management analysis in the Moonbase project, which we support. Its use is based on its established application in Advance Caution & Warning (ACW) work funded by AES, where it has been in use for over 10 years. Additionally, the tool is employed by LUNARIS, VIPER, EIO, and other Code TI projects. No other available tool offers the capabilities required for these projects. The QSI Software tool is also currently utilized for fault management analysis in the Gateway project. Our support for this project is similarly based on its longstanding use in AES-funded ACW efforts, where it has been in operation for over a decade. It is also used by AES and VIPER. No alternative tools provide the necessary functionalities for these projects.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
We are currently unable to proceed with our work for the Moonbase project. Redeveloping the AES products is not a viable option, in the development of the Advanced Caution & Warning System using QSI tools. The Moonbase products being delivered to support the Lunar Terrain Vehicle fault management rely on this toolset. Additionally, our work for the Gateway program depends on the continued use of QSI tools. Transitioning to a different platform would incur significant delays, increased costs, and extensive rework, which could jeopardize project schedules and deliverables.
