About this file
This is a Statement of Work (SOW) for precision laser powder bed fusion additive manufacturing of Inconel 718 turbine blade components for NASA Marshall Space Flight Center (MSFC).
The vendor must deliver 13 build plates across four development phases designed to optimize manufacturing parameters for low overhang turbine blade surfaces with minimal dross formation and support structures. Phase 1 consists of seven build plates with hatch parameter variation (energy density, laser speed, delay, hatch, and layer height) to eliminate or minimize dross on low overhang surfaces. Phase 2 requires three build plates testing supportless, no contact, or minimal support configurations on turbine blade surfaces. Phase 3 involves one optimized build plate informed by DOE testing and metallurgical inspection, including tensile bars, witness bars, and high cycle fatigue coupons per MSFC guidance. Phase 4 delivers two build plates containing two final parts each using optimal locally varying parameters. Manufacturing must use only an SLM Solutions 280 machine with 30 micron layer height for consistency with previous NASA builds. Additional requirements include a pre-build meeting with MSFC to review layouts and CAD models, notification of manufacturing errors or issues, complete process traceability with Manufacturing Travelers Log documentation, ultrasonic powder removal with isopropyl alcohol or MSFC-approved cleaning solution, vendor inspection approval before wire EDM removal or stress relief, and no build interruptions on final parts. Deliverables include the manufactured parts (Qty 5 turbomachinery hardware including turbine, shaft, coupons, and DOE hardware), a deviations/non-conformance report with powder lot traceability, and a final Build Report. The Period of Performance runs from July 2026 through November 2026, with delivery to Marshall Space Flight Center Central Receiving in Huntsville, Alabama.

Development Builds for Low Overhang Turbine Blades with Minimal Dross and Supports Statement of Work (SOW)
The National Aeronautics and Space Administration (NASA), specifically Marshall Space Flight Center (MSFC) has a need for precision laser powder bed fusion additive manufacturing of turbine blades with minimal to no dross formation on low overhang surfaces, minimal or no contact supports for an Inconel 718 turbine wheel and shaft component. These component builds are necessary for test hardware for the turbopump for InRoDES in house rotating detonation rocket engine development and test program.
SOW is as follows.
1. The vendor shall provide seven build plates of Low Overhang DOE samples with Inconel
718. Build will be with hatch parameter variation (energy density, laser speed, delay, hatch, and layer height etc.) to eliminate or minimize dross formation of low overhang and improve surface finish in low overhang regions of turbine blade coupons
2. The vendor shall provide three build plates of Low Overhang DOE samples with solid supports on inner and outer turbine diameters and supportless, no contact supports, or minimal supports on the turbine blade surfaces. Build will be with hatch parameter variation (energy density, laser speed, delay, hatch, and layer height etc.) to print supportless minimal contact support structures turbine blade coupons.
3. The vendor shall provide one build plate of turbine blade and shaft with DOE informed variable parameters on the turbine blades and near turbine regions to have optimized surface finish, minimal dross and contact less or minimally contacting supports. This will be with optimal energy density and laser parameters as informed by DOE builds and sectioning and metallurgical inspection provided by the vendor to recommend optimal locally varying print parameters along hatch lines and surface contours. Vendor shall provide tensile bars, metallurgical witness bars, and high cycle fatigue coupons with this build plate per MSFC guidance.
4. The vendor shall provide two build plates with two final parts on each build plate using the optimal locally varying print parameters along hatch lines and surface contours. For surfaces away from the turbine blades, standard SLM 280 print parameters for 30 micron layer height shall be used.
5. Vendor shall meet with MSFC prior to builds in order to review build layout and .stp model.
6. Vendor shall manufacture the part per NASA-MSFC drawing MC34120-003 and follow procedural steps outlined in 34120-MFG-PLAN where indicated. Manufacturing all delivered parts shall be with powder bed fusion laser beam method for alloy Inconel 718 with SLM Solutions 280 machine. Vendor may not use a different machine to maintain consistency with previous NASA MSFC build feature resolution and property testing.
7. Vendor shall notify NASA of any errors or issues during manufacturing, if switching powder between builds.
8. No build interruptions will be accepted for the final parts.
9. Vendor shall notify NASA if deviation or nonconformance occurs. Vendor shall provide MSFC with a final Build report. Vendor shall provide powder lot number(s) and traceability.
10. Vendor shall produce traceability of manufacturing process steps. Vendor shall initial the Manufacturing Travelers Log for each step in the manufacturing process and notify NASA MSFC of any deviations in step order or step instructions.
11. Final build must undergo powder removal between the blades. Powder within the hollow supports for main blisk structure are not a concern. The powder removal process must include ultrasonic with isopropyl alcohol or cleaning solution approved by MSFC Material Engineering group.
12. The vendor is responsible for inspection following powder removal and notifying MSFC for approval with documentation. The vendor is not to proceed with wire EDM removal of build plate or stress relief until MSFC has approved powder removal inspection.
13. The vendor shall not remove the build plate for the final part until stress relief.
14. Parts will include Qty 5 turbomachinery hardware to include turbine and shaft, coupons, and other complex DOE hardware builds.
Period of Performance (POP) July, 2026 through November, 2026.
