About this file
This is a Statement of Work (SOW) issued by NASA Ames Research Center for fiber trade studies supporting the commercial production of MERINO (Materials Engineered for Re-entry using Innovative Needling Operations), a low-cost thermal protection system. The vendor must procure 5 denier carbon and kynol fibers and conduct trade studies on fiber diameter and carbon-to-phenolic composition using their commercial production line. Additionally, the vendor shall perform cross-lapper variation trials to establish optimal settings for batting production, including testing of 4 webs versus 2 webs in quasi-isotropic format and associated angles to achieve maximum through-thickness strength and batting yield in compliance with aerospace standards.
The contract consists of two Contract Line-Item Numbers: (1) procurement of fiber and equipment for fiber trade studies, and (2) cross-lapper variation trials. The procurement of fiber and long lead items shall commence in August 2026 with delivery by 30 December 2026, while cross-lapper variation trade studies shall run from September 2026 through 30 March 2027. The overall period of performance spans August 2026 to 30 March 2027. The contractor must provide all labor, materials, facilities, equipment, analysis, and management necessary to complete the work. Technical requirements mandate that the vendor possess previous experience fabricating flight-quality thermal protection systems and maintain ISO 9001/AS9100 certification or better. No government-furnished property or travel costs are anticipated.

STATEMENT OF WORK
Fiber Trade Studies for the Commercial Production of MERINO TPS
July 2026
National Aeronautics and Space Administration Ames Research Center Moffett Field, California
1.0 Background
The need for investment in Entry, Descent and Landing (EDL) technologies is widely recognized within the Agency, derived in part from Objective 3.1 of the 2022 NASA Strategic Plan to identifies multiple risk, reducing cost, and advancing existing or creating new capabilities - technology investments ation missions and foster growth and job creation in domestic industries - through partnerships with universities, small businesses, and other
With funding from NASAs Science Mission Directorate (SMD) and Research and Technology Mission Directorate (RTMD), NASA Ames is developing a new low-cost Thermal Protection System (TPS) called MERINO. Materials Engineered for Re-entry using Innovative Needling Operations (MERINO) are an advanced composite of carbon and phenolic fiber/filament that are Innovatively needled in 3D to yield an Additively Manufactured TPS.
2.0 Purpose and Scope
The purpose of this Statement of Work (SOW) is for the Vendor to procure 5 denier carbon and kynol fibers and perform trades on fiber diameter and carbon-to-phenolic composition on their commercial production line. The vendor is also requested to perform several cross lapper variations on the commercial line to establish the settings that yield batting with the highest through the thickness strength and batting yield (i.e. 4 webs vs 2 to produce a batt in quasi-iso format, associated angles, etc.)
3.0 Project Structure
The contractor shall provide all labor, materials, facilities, service, equipment, analysis, and management necessary to fabricate hardware defined in section 4.0.
4.0 Contract Line-Item Numbers
The effort described by this SOW shall be completed when all Contract Line-Item Numbers (CLINS), defined in Table 1, are complete.
