Summary of NASA Sole Source Determination
This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source document, dated March 15, 2017 (Version 2.0). NASA recommends a sole source procurement from RPMC Lasers, Inc. for laser hardware required for the SCALPSS (Scanning, Coplanar Aligned Phase Shift) measurement system, which supports NASA's Commercial Lunar Payload Services (CLPS) CS-6 and CS-8 flight payload development efforts.
The justification for sole source procurement centers on three primary factors: RPMC Lasers is an established, trusted vendor for prior NASA laser hardware purchases with demonstrated 889 compliance with NASA procurement standards; the company's products have been extensively tested and validated at NASA Langley Research Center, including survival testing in a 60-foot vacuum chamber and thermal vacuum testing over several years; and extensive technical collaboration between the SCALPSS engineering team, RPMC, and the original manufacturer (Integrated Optics) has customized hardware specifications for specific mission requirements. The determination states that substituting an alternative vendor would necessitate a minimum six-month delay to re-establish technical specifications and repeat operational and thermal vacuum testing, creating unacceptable schedule impacts to the CLPS flight payload delivery timeline and resulting in increased costs to the Government. The total estimated cost of this effort is redacted in the document.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center purchase from RPMC Lasers, Inc. listed on the attached quote. The total estimated cost of this effort is .
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.
The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The company listed on the quote is a trusted vendor for prior NASA laser hardware purchases.
The NASA LaRC SCALPSS engineering team has communicated extensively with the vendor and the manufacturer to ensure that the provided products are specially equipped for SCALPSS measurement needs and that the needed timelines can be met for flight payload development efforts. RPMC is a trusted vendor and already 889 compliant with NASA procurement standards. Furthermore, the product from RPMC has been previously purchased and tested at NASA Langley to ensure it can operate and survive in the required harsh environment, including extensive tests in the 60’ vacuum chamber and a thermal vacuum test spanning over the past several years.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Another vendor will not be able to provide the same hardware with the required specifications in the needed timeline. The SCALPSS engineering team has spent many months working through technical specifications with RPMC and the manufacturing team from Integrated Optics to specify hardware performance and engineering constraints. If we changed vendors, we would have to restart these conversations, costing us another 6+ months of time that the project timeline for the NASA CLPS CS-6 and CS-8 flight payload deliveries cannot accept.
Furthermore, the operational and survival thermal vacuum testing would need to be repeated.
This would result in a cost increase to the Government.
