☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Speedgoat GmbH for Speedgoat IO334-325k-10V-Performance. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4 Weeks ARO .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Glenn Research Center (GRC) requires the purchase of two (2) Speedgoat IO334-325k-10V- Performance. Speedgoat real-time target machines are currently deployed in multiple configurations throughout the NASA Glenn Research Center laboratory and are integral to existing model-based design, hardware-in-the-loop (HIL) testing, and rapid control prototyping activities. The requested purchase of two Speedgoat IO334-325k-10V-Performance FPGA I/O modules will expand the FPGA capabilities of existing Speedgoat systems in support of two ongoing research projects that require additional high-performance, deterministic real-time processing. This specific brand is needed because it is specifically designed for seamless integration with the laboratory's existing Speedgoat real-time target hardware and software environment. The requested modules provide the required compatibility with the current system architecture, including FPGA interfaces, I/O configuration, filtering, sensors, and existing Simulink® Real-Time workflows.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand were selected, it would result in significant engineering efforts to redesign and validate laboratory hardware, modify software models, and requalify test systems. These activities would introduce unnecessary technical risks, increase project costs, delay project schedules, and disrupt ongoing research activities. Utilizing the same Speedgoat platform also leverages the existing expertise of GRC engineers and technicians, minimizing training requirements and reducing long-term maintenance and support costs. Only the Speedgoat IO334-325k-10V-Performance modules will satisfy the technical, compatibility, interoperability, and schedule requirements of the supported projects.
