☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from HP & 3DGence America Inc. for HP 3D Printers. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 10 Days

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Glenn Research Center (GRC) collaborates closely with a NASA Ames research group that currently operates a 3DGENCE F421 industrial 3D printer for manufacturing ULTEM components.
Since 3DGENCE has partnered with HP to rebrand the F421 as the HP IF 600 HT, acquiring the HP IF 600 HT preserves compatibility with the existing hardware platform, validated print processes, and qualified design files already in use across both laboratories. Maintaining this common platform enables direct sharing of established print parameters, validated build files, material profiles, and manufacturing workflows while providing operational flexibility to utilize either laboratory for overflow production or collaborative research. Procuring a different manufacturer's system would require substantial engineering effort to redevelop, optimize, and requalify existing designs and manufacturing processes, resulting in unnecessary cost, schedule impacts, and duplication of prior qualification work. The HP IF 600 HT is the only system identified that maintains compatibility with NASA's existing infrastructure while also providing a fully open material platform, integrated material management, and the traceability and validation capabilities required to support research and potential flight opportunities.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Selecting an alternative manufacturer would eliminate compatibility with existing NASA hardware, validated manufacturing workflows, qualified design files, and material profiles currently shared between Glenn Research Center and Ames. This would require significant engineering effort to recreate, optimize, and requalify established print processes before they could be used for research or flight-related applications, increasing cost and extending project schedules. Systems that do not provide qualified material profiles, validated dimensional accuracy, and integrated material traceability introduce additional technical and programmatic risk for flight test hardware requiring documented manufacturing processes and certification. These impacts could delay critical research milestones and jeopardize schedules for flight demonstrations representing multi-million-dollar investments.
