This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The proposed action involves purchasing Allen-Bradley Programmable Automation Controllers (PACs) and Programmable Logic Controllers (PLCs), including hardware, software, and related products manufactured by Rockwell Automation, for the National Transonic Facility. These Allen-Bradley PAC/PLC products meet the facility’s operational safety standards and support standardization efforts aimed at increasing productivity and reducing operating costs. Currently, Allen-Bradley is the only known supplier that provides PAC/PLC equipment compliant with these safety and standardization requirements. Additionally, Allen-Bradley products are fully compatible with existing processor boards, chassis, and application programming environments. LaRC’s investment will cover spare parts, personnel training, and maintenance practices designed to reduce and control lifecycle costs. EECO is the exclusive authorized distributor for Allen-Bradley PLC components.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The use of a specific PLC hardware, software, and related products would substantially increase engineering, maintenance, and certification costs. Additionally, standardizing on a single PLC model ensures system compatibility and seamless interoperability. Implementing a different PLC would require additional engineering efforts to confirm that it meets the facility’s requirements. Purchasing the Allen Bradley PLC ensures that we have the appropriate replacement components and support software readily available. Conversely, selecting a different manufacturer could introduce uncertainties regarding system compatibility with existing automation infrastructure at the tunnel. If incompatibility occurs, modifications to the system and the facility may be necessary, which could compromise the interchangeability of other valves that have been purchased.
