About this file

This is a NASA Sole Source Justification and Determination document dated July 9, 2026, for the procurement of a Wall Shear Stress Sensor Instrumented Duct from CUBRC Inc. The estimated total cost is redacted, with a performance/delivery period of 16 weeks after receipt of order (ARO). The procuring activity is the NASA Shared Services Center.

The justification establishes that competition is impractical because Ahmic Aerospace L.L.C., a subsidiary of CUBRC Inc., is the sole provider of wall shear sensors capable of being contoured to match non-planar flow surfaces—a capability derived from their patented direct strain design. The sensors are required for use in the Glenn Research Center (GRC) Distorted Duct Flow Rig, where minimal flow disturbance is critical to test success. The document explicitly states that any alternative vendor would generate flow disturbance that does not align with the complex internal wall contours of the test section, thereby corrupting the flowfield data and rendering the test results unusable. The technical user signature line and date fields are present but the specific signatory information is redacted.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with CUBRC Inc. only for Wall Shear Stress Sensor Instrumented Duct. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 16 weeks ARO.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Ahmic Aerospace L.L.C. (a subsidiary of CUBRC Inc.) is the sole provider of wall shear sensors which can be contoured to match a non-planar flow surface. This is a direct effect of their patented direct strain design. For the intended use in the GRC Distorted Duct Flow Rig, ensuring that the sensor provides minimal flow disturbance is paramount.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If any other vendor is selected, the shear stress sensors will generate a flow disturbance where they do not match the complex contour of the internal walls of the test section. This will pollute the entire flowfield within the duct and preclude the generation of any useful data in the test.
