About this file
This is a Statement of Work (SOW) for laboratory-based experimental testing services to be conducted by the University of Toledo for NASA Marshall Space Flight Center (MSFC).
The contractor shall evaluate the fatigue behavior of Laser-Powder Bed Fusion (L-PBF) GRX-810 specimens in the very high cycle fatigue (VHCF) regime, with emphasis on the impact of defects on material performance. The work requires the contractor to possess specialized capabilities including ultrasonic fatigue (USF) testing equipment capable of operating at room temperature and up to 1000°C, experience with NASA oxide dispersion strengthened (ODS) alloys, and expertise in fractographic analysis. The contractor must receive and inspect all samples, perform sample tracking and preparation, machine 30 ultrasonic fatigue hourglass-shaped specimens (approximately 10mm diameter by 54mm length) to precise dimensional specifications, conduct USF testing at both room and elevated temperatures, perform post-test fractographic characterization and analysis, and provide regular progress updates to NASA. All machining and mechanical testing must be completed within 20 weeks of sample receipt. The work supports NASA's Game Changing Technology (GCD) "Integrated Rotating Detonation Engine Systems" and Space Launch System (SLS) Liquid Engines Office (LEO) projects. Deliverables include a final test report formatted as a journal article, data summary in PowerPoint format, digital data files (CSV or Excel) containing stress/strain and hysteresis data for each sample, and raw data including hysteresis curves. All deliverables and returned samples shall be shipped to Marshall Space Flight Center, Central Receiving, Building 4631, Huntsville, AL 35812, Attention: Paul Gradl.

L-PBF GRX-810 Temperature Impact and Defect Content on Very High Cycle Fatigue Study
Statement of Work (SOW)
NASA Marshall Space Flight Center (MSFC) requires the ability to conduct laboratory-based experimental tasks. The University of Toledo (UToledo) has several unique capabilities that distinguish it from other institutions in evaluation of fatigue behavior of materials with unique fatigue testing capability, a broad range of material characterization facilities, and subject matter experts familiar with NASA technical requirements. These stated capabilities are not common to all institutions and this procurement intends to leverage experience gained. These data and specimens are needed for application into Game Changing Technology (GCD) “Integrated Rotating Detonation Engine Systems” and Space Launch System (SLS) Liquid Engines Office (LEO) projects.
Task 1: Evaluation of L-PBF GRX-810 with defects in VHCF Regime The objective of this task is to evaluate effect of defects on GRX-810 specimens in the very high cycle fatigue (VHCF) regime.
1. The vendor shall receive all samples and inspect samples numbers.
2. The vendor shall track all samples (ie., bag and tag samples) in preparation for machining.
3. The vendor shall machine and perform mechanical testing of all samples according to a matrix provided below.
4. The vendor shall complete all machining, mechanical testing (fatigue) within 20 weeks of receiving all samples at their site.
5. The vendor shall have experience testing materials using ultrasonic fatigue (USF) testing at room and elevated temperatures up to 1000°C.
6. The vendor shall have experience testing NASA oxide dispersion strengthened (ODS) alloys and preparation of samples for unique surface texture requirements and provide evidence of compatible data.
7. The vendor shall complete machining and grinding of all ultrasonic fatigue (USF) specimens, according to drawings “USF_Hourglass” for room temperature and elevated temperature testing. Samples are ~10mm diameter and ~54mm length. Machining shall be controlled to meet all dimensions.
8. Vendor shall complete USF testing at room and elevated temperatures up to 1000°C on
(30) specimens according to establish testing methodology.
9. Test overruns for VHCF should be reported to NASA for early awareness to allow adjustments as necessary.
10. Vendor shall complete post-test fractographic characterization and analysis of room and elevated temperature specimens and complete summary of data in addition to fractographic analysis.
11. Vendor shall provide updates on fatigue testing to allow adjustments to conditions if necessary.
12. Vendor shall provide final report (in form of journal article) and summary slides.
13. The vendor shall provide updates on any characterization of provided specimens before and after testing.
14. NASA will provide detailed test matrices and discuss as necessary.
Shipping
1. Contractor shall ship all deliverables and returned samples to:
