About this file
This is a Statement of Work (SOW) for the Small-scale Multipurpose Research Facility (SMiRF) Programmable Logic Controller (PLC) Upgrade, Phase II, to be performed at NASA Glenn Research Center in Cleveland, Ohio. The project addresses obsolescence of legacy Quantum PLC hardware by specifying a comprehensive upgrade to Schneider Electric x80 series equipment, with delivery required within six months of purchase.
The vendor must meet specific qualifications: be an authorized Schneider Electric Industrial Automation and Controls distributor, hold Alliance Industrial Automation Distributor Certification, function as a system integrator with minimum ten years of PLC integration experience, and possess ten years of experience providing PLC-based solutions to NEC Class I hazardous environments (both Division I and II). The vendor must be located within 20 miles of NASA GRC and capable of providing telephone or email support within four hours and onsite support within eight hours, with eight hours of onsite installation and commissioning support included. Hardware requirements include six x80 series backplane extenders with kits, eight power supply modules, five 32-channel discrete input modules, seven 40-point caged terminal strips, fourteen 20-pin removable caged terminal blocks, two 4-slot ethernet backplanes, three EIO drops with ethernet backplanes, four discrete output modules with 32 outputs, fifteen analog input modules, fourteen 28-pin terminal blocks, fourteen analog output modules, nine temperature analog input modules, seventeen ABE7 sub-base thermocouple connections, sixteen 40-way terminal cord sets, two 16-relay discrete output modules, and miscellaneous discrete input and output modules including one M340 module. All components must be new; refurbished components are unacceptable.

Statement of Work – SMiRF PLC Upgrade, Phase II
Facility electrical engineers are seeking to upgrade the outdated programmable logic controller (PLC) hardware in the Small-scale Multipurpose Research Facility. The existing legacy controllers (Quantum) are long unsupported by the manufacturer now and spare parts and manufacturer-authorized support will be diƯicult to come by in the future.
While the existing hardware has proven itself very reliable, with each passing year of obsolescence, the facility risks greater odds of equipment failures. Additionally, the engineering staƯ believe the opportunity to make a hardware upgrade will bring improved capabilities to the SMiRF facility and improved reliability. Therefore, we are specifying the following:
Vendor:
The vendor shall be an authorized distributor for Schneider Electric’s Industrial Automation and Controls’ PLC/PAC and Controllers product lines
The vendor shall be Alliance Industrial Automation Distributor Certified for Schneider Electric
The vendor shall be a system integrator for Schneider Electric with at minimum of ten years of industrial automation controls integration of Programmable Logic Controllers (PLC)
The vendor shall have a minimum of ten years of experience providing PLC – based controls solutions to NEC Class I, Division I and NEC Class I, Division II environments
The vendor shall be within a 20 mile radius of NASA’s GRC; able to provide telephone or email support within four hours and onsite support within eight hours.
The vendor shall provide onsite installation and commissioning support equivalent to eight hours.
