This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Precision Filters is the original equipment manufacturer (OEM) of the data acquisition and signal conditioning systems installed and utilized within Langley’s wind tunnels and test laboratories. These systems are integral components of the primary data acquisition infrastructure used to support aerodynamic, propulsion, structural, and other test programs requiring high-accuracy measurement and data collection. The requested training is specifically focused on the operation, application, troubleshooting, and calibration of Precision Filters hardware and associated software. Precision Filters possesses unique knowledge of the proprietary system architecture, firmware, calibration methodologies, configuration requirements, signal processing techniques, and performance limitations of its equipment. This expertise is not available from third-party vendors. The training will provide detailed instruction on system setup, filter configuration, calibration procedures, data quality verification, maintenance practices, and optimization of measurement accuracy. Since these systems are used to acquire critical test data, proper application and calibration are essential to ensuring data integrity, traceability, and repeatability. Research was conducted to identify potential alternative training sources. While other vendors provide general training on data acquisition principles and instrumentation techniques, no other source was identified that can provide manufacturer-authorized instruction specific to Precision Filters equipment. No third-party organizations were found that possess the proprietary technical information, factory calibration procedures, or detailed design knowledge required to provide equivalent training on the installed systems. As the OEM, Precision Filters is the only known source capable of delivering comprehensive training directly applicable to

Langley’s existing equipment configuration. Accordingly, Precision Filters represents the only responsible source capable of providing the specialized training required to ensure personnel can properly operate, configure, maintain, and calibrate the installed systems.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Use of a vendor other than Precision Filters would introduce significant technical, schedule, and cost risks to the Langley. From a technical standpoint, a non-OEM training provider would not have access to proprietary system design information, firmware details, factory calibration procedures, or manufacturer-developed troubleshooting methodologies. As a result, the training would likely be limited to general instrumentation concepts and would not adequately address the specific configuration, operation, and calibration requirements of the installed Precision Filters systems. This could lead to improper system setup, inaccurate calibrations, degraded measurement accuracy, and increased risk of invalid or questionable test data. From a schedule perspective, inadequate training could result in longer troubleshooting times, increased equipment downtime, delays in test preparation, and interruptions to wind tunnel and laboratory test schedules. Additional time may be required to resolve configuration issues or to obtain technical support directly from the manufacturer after the training has been completed.

From a cost perspective, use of a non-OEM source may require supplemental training from Precision Filters at a later date to address knowledge gaps, resulting in duplicate expenditures. Improper operation or calibration of the equipment could also increase maintenance costs, require additional engineering support, and potentially necessitate retesting if data quality is compromised. The costs associated with test delays, lost facility time, and rework could exceed the cost of obtaining training directly from the OEM. Since Precision Filters systems are already installed and operational within Langley facilities and serve as critical components of the primary data acquisition systems used for testing, obtaining training directly from Precision Filters provides the lowest-risk and most cost-effective approach to maintaining operational readiness, measurement accuracy, and continuity of test operations.
