About this file

This is a Statement of Work (SOW) for scientific and technical support to the National Oceanic and Atmospheric Administration (NOAA), Center for Satellite Applications and Research (STAR), in support of the NASA Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) Validation Science Team (PVST). The contract supports validation of the PACE Ocean Color Instrument (OCI) observations and is a two-year effort established under NASA Research Announcement (NRA) NNH22ZDA001N-PACE, issued under Research Opportunities in Space and Earth Science (ROSES-2022), Program Element A.30.

The contractor shall collect, process, quality assure, and submit hyperspectral ocean color validation data in accordance with NASA and International Ocean Colour Coordinating Group (IOCCG) protocols. Key deliverables and responsibilities include: (1) participating in NOAA calibration and validation cruises to collect hyperspectral apparent optical properties (AOP) and inherent optical properties (IOP) in situ measurements; (2) performing quality assurance/quality control (QA/QC) on collected datasets; (3) conducting match-ups analyses between shipboard observations and NASA PACE OCI hyperspectral products; (4) submitting validated hyperspectral datasets to NASA SeaWiFS Bio-optical Archive and Storage System (SeaBASS) in prescribed formats; (5) participating in PACE Validation Science Team teleconferences and technical discussions; (6) attending one annual PACE Validation Science Team meeting per year of performance; and (7) preparing and submitting annual technical progress reports. The only specific deliverable identified is an annual progress report.

Statement of Work (SOW)

1. Scope of Work The Contractor shall provide scientific and technical support to the National Oceanic and Atmospheric Administration (NOAA), Center for Satellite Applications and Research (STAR), in support of the National Aeronautics and Space Administration (NASA) Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) Validation Science Team (PVST). The Contractor shall collect, process, quality assure and submit hyperspectral ocean color validation data in accordance with NASA and International Ocean Colour Coordinating Group (IOCCG) protocols to support validation of PACE mission observations.

2. Background The PACE Validation Science Team was established under Science Mission

(NRA) NNH22ZDA001N-PACE, issued under the Research Opportunities in Space and Earth Science (ROSES-2022), Program Element A.30: The Plankton, Aerosol, Cloud, ocean Ecosystem Mission Validation.

3. Objective The objective of this effort is to provide NASA with hyperspectral ocean color validation data collected in accordance with IOCCG protocols for use in validating PACE Ocean Color Instrument (OCI) products.

The contractor shall:

Collect hyperspectral apparent optical properties (AOP) and inherent optical properties (IOP) in situ measurements.

Process, quality control, and format validation datasets in accordance with NASA requirements.

Submit validated datasets to the NASA SeaWiFS Bio-optical Archive and Storage Sysstem (SeaBASS) using prescribed submission formats and protocols.

Support NASA PACE Validation Science Team activities throughout the two-year periof of performance.

4. Technical Requirements

The work to be performed under this SOW includes:

Task 1 Calibration and Validation Cruises

The Contractor shall participation in NOAA calibration and validation cruises and other approved cruises of opportunity to:

a. Collect hyperspectral AOP and IOP validation measurements following established

IOCCG protocols.

b. Process and perform quality assurance/quality control (QA/QC) of collected datasets.

c. Perform match-ups analyses between shipboard observations and NASA PACE OCI hyperspectral nLw and IOP products.

d. Prepare and submit validated hyperspectral datasets to NASA SeaBASS in accordance with NASA formatting requirements, submission procedures, and protocols.

Task 2 PACE Validation Science Team Support

The Contractor shall:

a. Participate in PACE Validation Science Team teleconferences and technical discussions.

b. Attend and participate in one annual PACE Validation Science Team meeting during each year of performance.

c. Prepare and submit annual technical progress report.

5. Deliverables Annual progress report
