About this file

This is a Statement of Work for the NASA High-Speed Flight (HSF) Project to update the Low-Boom Systems Analysis Model (LBSAM) database. The HSF Project maintains a logistic simulation and market study tool that relies on current schedule and airfare data from the global civil aviation market to generate long-term predictions. The existing database is approximately 10 years old and does not reflect significant post-COVID market changes, necessitating an update to provide meaningful and timely simulation results.

The supplier shall provide two primary deliverables: a "Custom Fares File (2025)" containing updated airfare data and "Schedule Analyzer" access to enable NASA and any subcontractors to modernize the LBSAM tool. The work will be performed at NASA Langley Research Center with a period of performance from September 1, 2026, through December 31, 2026. The database update and integration activities are to be completed within this four-month window.

STATEMENT OF WORK

1. Objective/Requirements The NASA High-Speed Flight (HSF) Project maintains a logistic simulation / market study tool called the Low-Boom Systems Analysis Model (LBSAM) which relies on actual schedule and airfare data from the global civil aviation market to provide a realistic basis from which to generate long-term predictions. The current underlying dataset is approaching 10 years in age and misses the dramatic market changes post- COVID. To provide the most meaningful and timely simulation results, HSF seeks to update the underlying database of schedule and airfare data.

2. Characteristics, Scope, and Specs

To perform the database update of the LBSAM tool, the supplier shall provide:

• “Custom Fares File (2025)”

• “Schedule Analyzer” access so that NASA and any subcontractors may perform the aforementioned tool modernization.

3. Place of Performance NASA Langley Research Center

4. Period of Performance Database update and integration shall take place between 9/1/26 and 12/31/26.
