About this file

This is a NASA Shared Services Center Sole Source Justification and Recommendation document dated March 15, 2017 (Version 2.0).

The document recommends a sole source procurement from Precision Control Systems, Inc. for quartz-tungsten-halogen bulbs required for a large-scale thermal ground test series at NASA Armstrong Flight Research Center. Specifically, NASA requests 210 units of PCS 103390-005 bulbs (100 W/in specification) and 30 units of PCS 106587-001 bulbs (400 W/in specification), with an estimated lead time of 12 weeks ARO. The justification centers on the specialized physical and performance characteristics of these specific bulbs: they provide optimal efficiency in their respective wattage categories, reducing power input requirements and preventing heater failures from excessive heat. The electrical leadwires and passthrough holes in the heater hardware were designed specifically for the exact measured lengths of these PCS bulbs (approximately 20 inches and 5 inches respectively). The document notes that competing vendors' similar bulbs exhibit subtle dimensional variations of approximately 0.25 inches in total length and leadwire positioning, which would prevent proper routing through the heater hardware and render the heater non-functional. Additionally, lower-efficiency alternative bulbs would cause excessive temperatures on the water-cooled heater's back side, potentially resulting in hardware damage from melting or hazardous zinc-coating fume production. Competition is determined to be impractical due to these technical and operational constraints.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Precision Control Systems, Inc only for quantity 210 (two hundred and ten) PCS 103390-005 quartz-tungsten-halogen bulbs and quantity 30 (thirty) PCS 106587-001 quartz-tungsten halogen bulbs The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12 weeks ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from _________ for Enter Supply or Service to be procured. The total estimated cost of this effort is $ and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name?

NASA Armstrong recently conducted evaluations of several 75 W/in, 100 W/in, 200 W/in, and 400 W/in quartz-tungsten-halogen bulbs for use on a large heater during a large-scale thermal ground test series.

PCS 103390-005 and PCS 106587-001 bulbs were evaluated as the most efficient 100 W/in and 400 W/in QTH bulbs with total lengths (~20-in, ~5-in) that met specifications for the heater. This efficiency means that less power input to the bulbs is required and less heat reaches the back side of the heater, preventing failures caused by overheating. Additionally, passthrough holes in the heater for the electrical leadwires for each bulb were designed for the specific as-measured length of the PCS 103390-005 and PCS 106587-001 bulbs. Although other vendors may sell bulbs that are similar lengths, it is NASA AFRC’s experience that these bulbs have subtle differences (~0.25-in) in total length and electrical leadwire positioning. This would prevent electrical leadwires from being routed through the heater hardware and therefore prevent the heater from functioning.

2. What is the impact to the government if another vendor/brand is used?

Passthrough holes in the heater for the electrical leadwires for each bulb were designed for the specific as-measured length of the PCS 103390-005 and PCS 106587-001 bulbs. Although other vendors may sell bulbs that are similar lengths, it is NASA AFRC’s experience that these bulbs have subtle differences (~0.25-in) in total length and leadwire position. This would prevent electrical leadwires from being routed through the heater hardware and therefore prevent the heater from functioning. Furthermore, using another brand of 100 W/in and 400 W/in bulbs of similar length but lower efficiency would result in higher temperatures on the back side of the water-cooled heater, potentially resulting in hardware damage due to melting or hazardous fume production from zinc-coated hardware.
