☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from vendor for supply or service to be procured. The total estimated cost of this effort is dollar amount and the estimated period of performance or lead-time for delivery is date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacturer. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This specific converter and EMI filter have been used as part of the design and development of the MSE Lite project. The MSE Lite electronics have been designed to accommodate the form, fit, and function of these devices. The devices meet all the required voltage/power requirements needed to meet the design of MSE Lite Electronics.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor/brand is used, it will invalidate the design of the MSE Lite electronics, which would fail to meet the design requirements. To accommodate another vendor/brand it would cost approximately 6 months of design time to revalidate the converter. Our current delivery for this design is less than 1 year away, which we would fail to meet should we have to pursue another vendor/brand. This design is part of current CLPS missions, which would cost NASA tens of millions of dollars, as well as public confidence, if we do not use the current converter and filter that have been designed to meet these deliveries.

ADDITIONAL COMMENTS:

Pursuant to FAR 5.201, shall be synopsized in the Government wide Point of Entry (GPE) by the Contracting Officer. In addition, the brand name justification must be referenced or attached.
