About this file
This is a NASA Sole Source Justification and Determination document for procurement of custom C-Rings from DBR Industries. The NASA Shared Services Center seeks to negotiate exclusively with DBR Industries for Parker Custom C-Rings with an estimated period of performance of 27 weeks after receipt of order (ARO). The document specifies seven types of custom C-Rings required for flight assembly and spare parts, with quantities ranging from 10 to 154 units and delivery timelines between 20 and 27 weeks. The required Parker part numbers include NH-762108 (QMS Ion Source Cover), NH-762107 (Detector Flange), NH-762106 (HCV to QMS, HCV to Getter, QMS Getter), NH-762110 (Upper Seal, Microvalve & Puncture Valve), NH-762031 (Lower Seal, Microvalve & Puncture Valve), NH-762111 (HCV Adapter to WRP), and NH-762109 (Pinch-Off Flanges).
The justification asserts that competition is impractical because Parker is the only vendor currently providing seals that meet required leak rate specifications. The Goddard Team's search for alternative vendors was hindered by Eaton's cessation of quotations post-COVID and unacceptable 52-week lead times. Parker was the sole vendor capable of meeting technical requirements, though the team invested over six months of evaluation effort involving test flange fabrication and leak check equipment availability. Given the compressed project schedule and the substantial prior investment in qualifying Parker's seals, the document argues that selecting a known, qualified vendor is critical rather than pursuing evaluation of alternative sources, which would require equivalent lengthy qualification periods.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This request is to have the following custom C-Rings to be fabricated/ built:

The Goddard Team has been searching for a vendor to go to for these critical metal seals after Eaton stopped quoting these seals post-covid or would provide 52 week lead times. Parker is the company that provides seals that meet the required leak rates though we had to work with them on seal cleanliness. Parker is the only vendor that we have trust in at this time and with decreased schedule, it is critical that we go with a “known” rather than a vendor that we will have to evaluate in the same manner that we have had to evaluate the Parker Seals. This was an exercise that took over 6 months to complete due to fabrication of test flanges and availability of leak check equipment.
