About this file
This is a Statement of Work for NASA Ames Research Center's affiliation with the California Council on Science and Technology (CCST).
The Statement of Work establishes CCST as an affiliate member of a consortium of Federal Agencies in California from January 1, 2026 through December 31, 2030, with annual membership subject to renewal based on NASA Ames' annual budget. CCST, a non-partisan, not-for-profit organization, will provide advice and formalized links with key science and technology organizations throughout California, including UC, Cal State University System, California Community Colleges, Caltech, Stanford University, and USC. CCST will serve as an objective forum for national laboratories to inform state policy on science and technology issues affecting California's economy and vitality, provide timely access to policy discussions, and establish an efficient mechanism for sharing state-level S&T policy issues with national leaders. CCST will facilitate access to a cadre of trained science and technology policy fellows to work with state governmental and legislative leaders, establish a California Teachers Advisory Council of K-12 science and mathematics educators, and develop formal relationships with Issues in Science and Technology journal and the National Academies for expert consultation.
The second major programmatic area focuses on building expert capacity to advise state leaders through two initiatives: the CCST Science and Technology Policy Fellows program, which will place highly qualified S&T professionals in state legislative and executive offices for two-year terms in areas such as climate change, biotechnology, nanotechnology, and science education; and the California Teachers Advisory Council (Cal TAC), modeled after the National Teachers Advisory Council, comprising 10-12 outstanding K-12 teachers to inform leaders in higher education, industry, and government. CCST will also provide specific information and policy reports through time-sensitive rapid-response mechanisms and longer-term deliberative studies and analyses, with examples including California's Science & Math Teacher Shortage and community college system's role in generating S&T graduates. Benefits to DOE and NASA laboratories include closer affiliation with CCST, effective mechanisms for providing expertise to California policymakers, and platforms to reinforce laboratory value to California through K-12 education outreach and expanded industry-laboratory interactions. Annual dues structure reflects a rough percentage of each laboratory's annual budget, supporting CCST's core activities with potential requests for issue-specific report support.
