RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Imperx, Inc. for Imperx C4191 Cameras. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Glenn Research Center (GRC) requires the purchase of two (2) Imperx C4191 Cameras which will be used for flow visualization to resolve small objects with the frame rate provided by this camera. GRC currently maintains imaging systems, optics, and control software compatible with Imperx cameras. Using the C4191 ensures seamless integration and avoids costly infrastructure modifications or software reengineering. The cabling provided in this quote is created specifically for the CoaXPress protocol used by these cameras and meets their electrical and data specs. Imperx C4191 camera is the only currently identified product that meets the stringent technical requirements necessary for the specific NASA GRC application.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand were used, there would be schedule and compatibility impacts. Also, another brand would be limited in their data specifications to our current cameras and would not integrate with our storage unit which has also been sized to accommodate all data collected by these cameras over the lifetime of the experiment. Another brand would also result in rerunning calculations that were done over the course of the DUCT2 concept phase, pushing the visualization schedule and potentially impacting the quality of data acquired during the experiments. Only the Imper C4191 will only work given the unique technical specifications, performance reliability, and compatibility of with existing NASA GRC systems and research needs.
