This is a Statement of Work (SOW) for a design study of NASA's PSL 40k Thrust Stand Refurbishment at the Glenn Research Center in Cleveland, Ohio, with work location to be determined.

The vendor is required to conduct a comprehensive design study to determine the extent of repairs and modifications needed for the 40k thrust stand following years of use in a harsh environment. The study will be based on the success of a recently completed 50k thrust stand refurbishment by the same vendor. NASA will furnish the 40k thrust stand equipment along with engineering and technician support to discuss operations and use cases. The vendor must provide three separate quotes broken down by engineering level options: Option 1 (Baseline) includes basic repairs, reassembly, and modifications such as simulator cables, load cell spares, disassembly, adapter counterboring, window additions, screw jack fixes, limit switch checks, mechanical repairs, reassembly, safety wiring, painting, and labeling; Option 2 includes all of Option 1 plus right-hand rule changes, new bolts, hydraulic motors, limit switches, couplings, hydraulic manifold modifications, and new tubing runs; and Option 3 includes all previous options plus screw jack replacement, gearboxes, clutches, position transducers, automated calibration, independent hydraulic solenoids, and software modifications to support multiple TMS units. The vendor has the right to modify options based on disassembly findings. The period of performance runs from July 1, 2026, through October 23, 2026, with a critical factor being NASA's approval of the purchase request. No warranty, inspections, milestones, or Health and Safety Plan are required. Christopher Morris will accept the deliverables. Non-conforming deliverables will be corrected at the contractor's expense.

Background PSL recently had its 50k thrust stand refurbished. After the success and improvements of the 50k thrust stand, PSL is interested in having the 40k thrust stand refurbished and modernized by the same vendor.

In order to support this effort, a design study needs to be performed by the vendor utilizing the 40k thrust stand to determine the extent of repairs and/or modifications needed after years of use in a harsh environment.

Scope of Work Description PSL requires three levels of options to be provided at different engineering levels to determine the most cost effective solution that also provides the most capability for future test campaigns. It is also required to utilize the same interface and calibration cart (if required) as the 50k thrust stand.

The breakdown of those options to be costed is as follows:

Option 1: Baseline

• Simulator cable for GE connector

• All spare LC for 40K TMS

• Remove DP from frame & adapters

• Disassemble frame

• Counterbore adapters for flexure bodies

• Add window to torque box to access C2 stable platen T-pins

• Fix screw jacks

• Check limit switches

• Fix anything mechanically broken

• Reassemble / safety wire

• Paint ends

• Stickers for LC's & axis

• Check out testing?

• Slot axial load string adapters o 5 new round adapters for axial data L.S.

• AL adapter proof of concept (or A36)

Option 2:

• All of Option 1

• Use same screw jacks

• Change to right-hand rule o Data reduction equations o Labeling

• All new:

o Bolts o Hydraulic motors o Limit switches o Couplings o Hydraulic manifold like 50K; but 1 & 2 tied together because of chain

• Keep box on front for limit switches & solenoids

• Paint entire TMS

• New hydraulic tubing runs

Option 3:

• All of Option A & B

• Replace screw jacks

• Add gear boxes / clutches / position transducers

• Automate calibration

• Each motor independent hydraulic solenoid

• Modify software so you can pick which TMS you are using o Different client

The vendor has the right to add to and modify the options based upon disassembly and inspection of the 40k thrust stand.

Non-Conforming Deliverables Non-Conforming Deliverables will be evaluated by NASA Glenn Research Center for consideration of acceptance “as-is”. Deliverables not meeting the requirements will be corrected at the contractor’s expense. Delivery of corrected deliverables shall be expedited. Actual delivery dates will be negotiated with NASA Glenn Research Center at the time of rework.
