About this file
This is a Statement of Work (SOW) for the procurement of specialized Niobium alloy powder to support NASA Glenn Research Center's materials research and advanced manufacturing initiatives.
The contractor is required to produce 44.00 pounds of Niobium Nb521 alloy powder (nominal composition Nb-5W-2Mo-1Zr) with a particle size range of +15 micrometers to -63 micrometers using pilot-scale or R&D manufacturing processes. The material must maintain identical chemistry to previously procured Nb521 sheet stock to ensure experimental consistency. The contractor shall deliver the powder along with a Chemistry Analysis Report documenting the material composition; this certification is for informational purposes consistent with the research and development nature of the procurement. The estimated lead time for contract performance is 30 weeks after receipt and acceptance of the order and provision of a valid end-use statement. The NASA point of contact is Eric Brizes at NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135. The contract number is to be determined, and the SOW is dated May 12, 2026.

STATEMENT OF WORK (SOW)
Contract Number: TBD
Project Title: Procurement of Niobium Alloy Nb521 Powder
Date: May 12, 2026
1.0 Introduction
This Statement of Work (SOW) describes the requirements for contract services. The work to be performed includes the production of Niobium Nb521 alloy powder. This procurement is intended to support NASA GRC’s high-temperature material characterization and advanced manufacturing campaigns for reusable aerospace applications, ensuring continuity with previously characterized Nb521 sheet materials.
2.0 Scope
This SOW defines the services and technical requirements to procure Niobium alloy Nb521 (Nb-5W- 2Mo-1Zr) powder. The services include specialized material production via pilot-scale or R&D powder production processes to ensure the metallurgical properties match existing experimental datasets.
3.0 Requirements
3.1 Material Production Services
The Contractor shall produce Niobium alloy powder according to the following specific compositions and particle size distributions:
• 3.1.1 Alloy Composition: The Contractor shall produce Niobium Nb521 (nominal Nb-5W-2Mo- 1Zr). To ensure experimental consistency, the material must maintain identical chemistry to the Nb521 sheet stock previously procured.
• 3.1.2 Material Production Process: The material shall be produced using the Contractor's proprietary R&D / Pilot Scale manufacturing process. The material shall be produced using commercially reasonable efforts, consistent with the developmental nature of the alloy.
• 3.1.3 Powder Specifications:
o Particle Size Range: Plus (+): 15 µm to Minus (-): 63 µm.
o Quantity: 44.00 lbs.
• 3.1.4 Documentation: The Contractor shall provide a Chemistry Analysis Report. This certification is for information purposes only, consistent with the R&D nature of this procurement.
4.0 Deliverables
The Contractor shall deliver the following:
• Nb521 Powder (+15/-63 µm): 44.00 lbs (estimated weight).
• Documentation: Chemistry analysis certification/report.
5.0 Period of Performance
The estimated lead time for this contract shall be 30 weeks after receipt and acceptance of order (ARO) and a valid end-use statement.
