☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

In support of the upcoming Artemis III and subsequent missions, the NASA Kennedy Space Center EGS/COMET Team requires the procurement of 100 FedRAMP-authorized Epsilon3 software licenses to support a pilot program intended to modernize and streamline their work control systems. Epsilon3 is uniquely capable of meeting NASA’s immediate operational and cybersecurity requirements, offering a proven solution for real-time workflow management, collaborative procedure execution, and rapid deployment within secure, compliant environments. The current legacy systems (Solumina and Maximo) exhibit significant performance limitations, including latency and usability constraints, which directly hinder operational efficiency. Implementing any alternative vendor solution would introduce substantial delays associated with re-evaluation, integration, and user transition, making Epsilon3 the only viable solution capable of meeting schedule and mission needs without interruption. We request the onboarding and implementation completed NLT 5/16/2026. We request the onboarding and implementation to be completed NLT 5/16/2026.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selecting a vendor other than Epsilon3 would result in significant schedule delays and continued reliance on outdated systems that degrade operational performance to support Artemis missions. Reinitiating procurement activities, including market research, validation, and integration planning, would delay deployment by months and further extend existing inefficiencies in Solumina and Maximo directly into the critical Aremis III mission processing. These systems already impede productivity through slow performance and workflow friction, and continued use would exacerbate risks to the Artemis III and subsequent mission timelines, increase operational costs, and reduce overall workforce effectiveness.

Ultimately, an alternative solution would introduce unacceptable schedule risks and compromise NASA’s ability to achieve timely and efficient execution of critical Artemis operations.
