About this file
Summary
This is a Brand Name Justification document from NASA's Shared Services Center recommending single-source procurement of Marotta Controls solenoid valves. The justification specifies that NASA intends to negotiate exclusively with vendors capable of providing Marotta brand solenoid valves, with an estimated period of performance or lead-time for delivery of 12 weeks. The total estimated cost is redacted.
The justification asserts that Marotta solenoid valves are necessary due to their proven reliability in Stennis Space Center's critical pressurization systems, where consistent performance and tight flow/pressure characteristics are essential for safe operations. NASA argues that the valves' unique combination of pressure capability, response characteristics, and compatibility with existing system interfaces makes them the only validated option. The document states that substituting an alternate vendor would result in substantial government costs and schedule delays, requiring engineering evaluation, interface redesign, and full system testing that could extend timelines by weeks or months. NASA contends that alternative valves cannot match Marotta's specifications and could introduce safety concerns, jeopardizing reliable operation of critical facility assets.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Marotta Controls for solenoid valves. The total estimated cost of this effort is $ and the estimated period of performance or lead-time for delivery is 12 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Marotta solenoid valves are being specified due to their long standing proven reliability in Stennis Space Center’s critical pressurization systems, where consistent performance and tight flow/pressure characteristics are essential to safe and reliable operations. Their unique combination of pressure capability, response, and established compatibility with our existing system interfaces makes them the only validated option without requiring costly redesign or requalification.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The impact to the government of using another vendor would include substantial cost and schedule delays due to the need to requalify any alternate valve for use in critical pressurization systems. Any new brand would require engineering evaluation, interface redesign, and full system testing, which could add significant expense and push schedules by weeks or months. Alternate valves are unlikely to match Marotta’s flow, response, and pressure characteristics, introducing potential safety concerns and jeopardizing reliable operation of critical government facility assets.
