This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
RTS communication intercom systems are deployed sitewide at Stennis Space Center to support NASA operations and tenant activities. These systems are also in use across multiple NASA centers for mission-critical communications. The proposed RTS system is fully compatible with the existing SSC infrastructure, ensuring seamless integration and continuity of operations. SSC and NASA have decades of experience utilizing RTS communication systems, demonstrating their reliability and effectiveness in demanding environments. It is in the best interest of SSC and NASA to continue using these proven, dependable systems to support the critical communications required for rocket testing operations.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If an alternative brand is selected, Stennis Space Center would be required to initiate a design change to accommodate differences in hardware and software. Such a redesign would result in additional costs to the Government. SSC would also need to conduct substantial additional market research to determine whether another brand meets system requirements and compatibility standards. Existing market research has already determined that the RTS system is the only solution that satisfies the requirements for the E- Complex Rocket Test Facility. Furthermore, alternative systems will not be compatible with the existing infrastructure at SSC,this will introduce additional risk to system integration and operational continuity.
