About this file
This is a Recommendation and Determination to Solicit from One Source document submitted by NASA's Shared Services Center (SSC). The document recommends a sole source procurement with the State of Louisiana – Department of Economic Development (LED) to provide expertise, facilities, and resources to Louisiana companies, academic institutions, and other entities for developing cutting-edge technology to support SSC's assigned objectives and NASA's Technology Transfer Program mission. The estimated period of performance is April 28, 2026 to April 30, 2026, with the dollar amount redacted from the document.
The justification for sole source selection centers on the Louisiana Technology Transfer Office (LTTO), a state agency mandated by Executive Order MJF 96-22 to maintain a Technology Transfer Office at the NASA John C. Stennis Space Center. An existing Memorandum of Understanding between the State of Louisiana (Governor's Office) and NASA establishes LED as the state agency specifically charged with promoting technology development and authorizes the LED Secretary to enter into cooperative agreements with NASA. The document emphasizes that SSC's Technology Transfer Office has a long-standing relationship with LTTO and that no other organization possesses the extensive contacts within industry and academia necessary to meet NASA's technology transfer objectives. The document asserts that using an alternative vendor would result in loss of synergy, obstacles, and delays in transferring technology to grow and utilize the U.S. industrial and academic base for the SSC region.

OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with the State of Louisiana – Department of Economic Development for providing expertise, facilities and other resources to Louisiana companies, academic institutions and other entities for the purpose of developing cutting-edge technology to fulfill and support SSC’s assigned objectives and NASA’s mission goals as its relates to the Technology Transfer Program. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4/28/2026 to 4/30/2026.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
SSC’s Office of Test Data and Information Management is required to transfer technology in alignment with NASA’s Strategic Objective 3.1, “Innovate and advance transformational space technologies.” The Louisiana Economic Development is the cabinet level state agency responsible for supporting existing businesses, attracting new companies to the state and building a more vibrant economy for Louisiana through government programs and incentives. The Louisiana Technology Transfer Office (LTTO) is office within LED. LTTO offices are located at LED and the NASA John C. Stennis Space Center. The LTTO is mandated by Executive Order MJF 96-22 to maintain a Technology Transfer Office at Stennis Space Center as the main point of contact for NASA’s Technology Transfer Program. The LTTO provides expertise and connections to bring products to the marketplace. An MOU exists between the State of LA (Governor’s Office) and NASA, emphasizing the importance of this unique partnership and a commitment to providing whatever support is needed by NASA. This MOU states “the Department of Economic Development is the state agency specifically charged with promoting technology development. The LED Secretary is authorized to enter into and/or to continue operations through cooperative agreements with NASA and continue programs for the Louisiana Technology Transfer Office located at Stennis Space Center, MS.” The LED Secretary is appointed by and reports directly to the Governor which further strengthens the support to NASA.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
The SSC Technology Transfer Office has a long-standing relationship with the Louisiana Technology Transfer Office. The synergistic nature of the mission of both organizations provides a unique opportunity
Page 2 V2.0 3-15-2017 to leverage LTTO programs and clients towards meeting the goals of NASA’s Technology Transfer mission. No other organization has the extensive contacts within industry and academic to assist in meeting the technology transfer objective. The synergy amongst the LTTO and NASA Technology Transfer would be lost to SSC Test Data and Information Management, causing obstacles and delays in transferring technology to grow and utilize the U.S. Industrial and academic base for the SSC region.
