About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name form dated March 15, 2017 (Version 2.0), with a technical user signature date of April 27, 2026.

The document recommends a brand name justification to procure industrial-grade PLC control system enclosures and associated enclosure accessories exclusively from Hammond Manufacturing. The procurement directly supports the E-1 Controls Upgrade and Expansion effort, with an estimated lead-time for delivery of 30 days. The total estimated cost is redacted in the document. Hammond enclosures are identified as the standard units already in use throughout E-Area and are determined to be the only units meeting the required dimensions, NEMA ratings, internal layout compatibility, and integration needs for new PLC hardware. The justification notes that other evaluated options failed to meet the technical, environmental, or fit-for-architecture requirements. Using an alternative enclosure would necessitate redesign, cause schedule delays, create installation incompatibilities, result in loss of configuration control, increase costs, and potentially create safety and environmental compliance issues. This procurement is hardware-only in nature.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Hammond from Hammond Manufacturing for the procurement of industrial-grade PLC control system enclosures and associated enclosure accessories supporting the E-1 Controls Upgrade and Expansion effort.

The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Hammond enclosures are already standard throughout E‑Area and are the only units that meet the required dimensions, NEMA ratings, internal layout compatibility, and integration needs for new PLC hardware. Other evaluated options did not meet these technical, environmental, or fit‑for‑architecture requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Using a different enclosure would cause redesign, schedule delays, installation incompatibilities, loss of configuration control, increased cost, and potential safety/environmental compliance issues.

ADDITIONAL COMMENTS:

This procurement is hardware‑only and directly supports the E‑1 Controls Upgrade and Expansion.
