About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated April 14, 2026. NASA recommends negotiating solely with Acme Cryogenics for the procurement of a Model A64SS-18.6-UHP-EP-LNG Liquid Methane/Liquid Natural Gas (LNG) Vaporizer. The estimated period of performance or lead-time for delivery is 10 weeks ARO (as soon as possible), with the total estimated cost redacted in the document.

The justification for sole-source procurement centers on Acme Cryogenics being the only supplier of this specific model within Stennis Space Center's contractual local territory, and only Original Equipment Manufacturer (OEM) equipment and parts are acceptable—no resellers are permissible. The equipment was specified in a new design for a 15K PSI liquid methane/LNG storage, pumping, offloading, and vaporization system with specific design criteria tied to this model number. Additionally, the government already owns several Acme Cryogenic vaporizers at Stennis Space Center, and procuring from the OEM ensures commonality of parts and service repairs, promoting operational efficiencies. The document notes that using alternative vendors would likely result in significant delays for compatibility research, quality and reliability assessments, and potential cost increases due to redesign requirements, making OEM procurement the most advantageous approach for the government.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Acme Cryogenics only for

Liquid Methane/Liqud Natural Gas (LNG) Vaporizer. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 10 weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

ACME Cryogenics is the sole supplier of Model A64SS-18.6-UHP-EP-LNG Liquid Methane vaporizer for Stennis Space Center. Only OEM equipment and parts are acceptable from the manufacture. No resellers are acceptable. No other vendor can supply these parts within their contractual local terrirory to

Stennis Space Center.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The ACME Cryogenics Model A64SS-18.6-UHP-EP-LNG Liquid Natural Gas Vaporizor was specified in a new design for a 15K PSI liquid methan/liquid Natural Gas (LNG) storage, pumping, offloading, and vaporization system. Specific design criteria calls out a specific model number that meets specifications and requirements. Additionlly, the government owns several ACME Cryogenic Vaporizors at Stennis

Space Center. Commonalaity of parts and service repairs promotes efficiencies. If the government is required to use other brands, we can expect delays with researching compatibility, quality, and reliability.

We can also expect cost increases due to extensive delays and redesign of the systems. It is in the best interest of the government to procure this hardware from the Origional Equipment Manufacture (OEM).
