☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Chell Instruments Ltd. for Chell Pressure Scanner System. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6-8 Weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Glenn Research Center requires the acquisition of a Chell microDAQ3 pressure scanner to replace the current system that will be end-of-life to support the Data and Systems Branch. The Instrumentation Office has conducted a technical evaluation and determined that this system uniquely satisfies the project’s performance and compatibility requirements. No other commercially available products meet the necessary specifications required for the application. The Chell module was selected because it met the accuracy and useability requirements. The required equipment is proprietary to the OEM. As a result, OEM or approved authorized reseller is the only responsible source capable of providing the system. Procuring this equipment directly from OEM ensures technical compliance and continuity with existing instrumentation in the current testing environment.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If OEM or brand is not selected, NASA Glenn Research Center would be unable to procure a system that meets the established technical requirements for this portion of the project. The absence of an equivalent product from other vendors would result in a critical capability gap. This would likely cause significant project delays as alternative solutions are explored or requirements are redefined. Additionally, attempting to integrate a non-compliant system could introduce performance risks and compromise data integrity. Ultimately, failure to procure from OEM would jeopardize successful project execution and mission objectives.
