This is a Statement of Objectives (SOO) for the purchase and delivery of specialized industrial equipment to Stennis Space Center.

The procurement requires the purchase and delivery of four line items from authorized vendors or OEMs within their contractual local territory serving Stennis Space Center, Mississippi. The first item is one 3-GUPD 1.25x1.3 Reciprocating Pump (Skid Part Number: 63505; 3-GUPD Part Number: 45750-2K; Motor Part Number: 08020-404), a rugged, heavy-duty pump designed for oil well service operations with pressure-lubricated main shaft and minimum wear construction. Specifications include LNG liquid handling, 60 psi NPSHR, 10 gpm flow, 1.25" bore, 1.3" stroke, and 15,000 psi maximum discharge pressure with relief valve set at 16,500 psi. The motor is TEFC/Inverter Duty rated at 1,780 rpm, 125 horsepower, 230/460 voltage, 60 hertz, 3-phase. The second item is one AC-30 1x2x4.5 Centrifugal Boost Pump (Part Number: 53415-100CAIK), a close-coupled design for high-efficiency operations with VFD compatibility. Operating conditions include 10 GPM flow, 65 psi differential head, nitrogen liquid, and 0.3 ft NPSPR. The pump features bronze material construction, 2-inch suction diameter, 1-inch discharge diameter, and 7,000 rpm speed. The motor is TEFC type, 3,600 RPM, 3 horsepower, 230/460 VAC, 60 hertz, 3-phase with single laby seal. The third item is one Skid Assembly consisting of welded carbon steel construction, sand-blasted and painted with two coats of white polyurethane enamel, with all components mounted, wired, tubed, piped, and assembled including automated suction, vent return, and unloader valves, plus pressure switches and transmitters. Nitrogen purge kits are factory-installed. The fourth item is one Oil Lube System (Part Number: 49445-3) featuring a 33-gallon reservoir with 13.5 GPM main oil pump discharge piped through a 10-micron cartridge filter and heat exchanger rated at 10-15 kBTU/Hr of cooling. The system includes 0-600 psi pressure gauge, pressure switch set at 40 psi, 1.5 kw heating element at 460 VAC, and junction box for connection to main control panel. Oil is not supplied and must be sourced locally.

Delivery must be made to Briou Bourgeois/Steven Rawls, E-Complex Building 4010, Stennis Space Center, MS 39529, within 36 weeks. Functional testing per ACD test procedure EPT-116 is required at 90%, 100%, and 110% operating levels, measuring RPM, flow, discharge pressure, oil pressure, oil temperature, ambient temperature, suction pressure, and amperes. Documentation deliverables include equipment drawings, system P&ID, certificate of clean for O2 per EDM-PR-018, certificate of origin, certificate of functional test with report, and calibration certificates for the main safety valve.
