About this file

This is a NASA Shared Services Center Sole Source Justification and Recommendation document dated March 15, 2017 (V2.0). NASA recommends negotiating exclusively with the National Science Foundation (NSF) Center for Space, High-performance, and Resilient Computing (SHREC) for one (1) membership to the SHREC organization. The contract period of performance spans January 1, 2026 through December 31, 2026. The estimated total cost is redacted in the document.

SHREC is an NSF Industry-University Cooperative Research Center (I/UCRC) and consortium comprised of four research sites at major universities, with the University of Pittsburgh serving as the lead institution. The center focuses on space high-performance and reconfigurable computing research and includes approximately 30 leading organizations from academic, industry, and government sectors. NASA justifies the sole source determination based on SHREC's unique capabilities and prior experience with relevant NASA technologies and spaceflight avionics certification. The document asserts that establishing a comparable enterprise focused specifically on high-performance space computing would be cost and schedule prohibitive and likely infeasible. Additionally, SHREC is identified as the only organization performing high-performance and reconfigurable computing research with participation from multiple NASA centers and leading commercial aerospace companies, making it the only viable source for the required services.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with the National Science Foundation (NSF) Center for Space, High-performance, and Resilient Computing (SHREC) only for One (1) memberships to the SHREC organization. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is January 1, 2026 through December 31, 2026.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

SHREC is an NSF Industry–University Cooperative Research Center (I/UCRC) and consortium. SHREC is a national research center focused on space high performance and reconfigurable computing and is comprised of 4 research sites, each a major university with a leading research group in this field. The University of Pittsburgh is the leading university at SHREC. The universities are coupled with approximately 30 leading organizations in the high performance and reconfigurable computing field that combine academic, industry, and government sectors. These universities all have synergistic interests and goals in reconfigurable adaptive computing for broad range of missions, such as satellites and supercomputers. SHREC is a one of a kind research organization that allows academia, industry, and government to collaborate on research and development of new technology in the field of reconfigurable computing. SHREC also has significant prior experience with relevant NASA technologies and certification of avionic systems for spaceflight.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

SHREC offers a unique NSF Industry– University Cooperative Research Center and consortium with access to world class professors, students, and industry partners. Establishing a similar enterprise focused specifically on High-performance Space Computing would be cost and schedule prohibitive and likely infeasible.

ADDITIONAL COMMENTS:
