☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Teledyne FLIR, LLC for FLIR A70 Thermal Camera. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The FLIR A70 microbolometer infrared camera is the only camera that is capable of meeting the technical and programmatic requirements for this application. There is no other brand or manufacturer that provides compatibility with the existing hardware, software infrastructure, and established knowledge base, making substitution impractical. The FLIR A70 offers superior optical performance, including the optimal focal length and minimum focus distance identified during comparative analysis of available infrared cameras. In addition, its compact size and lightweight design (4.21 × 2.64 × 2.24 inches and approximately 1.1 pounds) uniquely support the integration constraints of the system. The existing custom data acquisition software, developed in Python for similar FLIR cameras, further reinforces this selection, as transitioning to another brand would require significant redevelopment, potential changes in programming language, and extensive validation to ensure data consistency. Given the strict 8-month timeline associated with the Interagency Agreement, selecting any alternative brand would introduce unacceptable risk to schedule, cost, and successful delivery of prototype systems.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Use of any vendor other than the FLIR would result in significant negative impacts to the government in terms of cost, schedule, and system compatibility. There is not an alternative manufacturer that provides full compatibility with the existing hardware, software, and established technical knowledge base, creating immediate integration risks. Selecting a different brand would require redevelopment of custom data acquisition software currently written in Python for FLIR systems, potentially involving new programming languages, additional labor hours, and extensive validation testing to ensure data consistency, thereby increasing project costs.
