The training is necessary because NASA/AOD cannot currently conduct these proficiency updates internally due to delays in sourcing an instructor pilot during government shutdown and hiring freeze periods. Bell Academy's on-demand training capability, supported by fleet size and available instructors, enables CB to continue proficiency flying until NASA achieves self-sustaining operations. Upon completion, Bell Academy shall provide a training report documenting hours flown.

Statement of Work
For
BELL ACADEMY HELICOPTER TRAINING
The purpose of this statement of work (SOW) is to define the requirements for helicopter pilots and other selected pilot staff within the NASA Astronaut Office (CB) and Aircraft Operations Division (AOD) to attend initial training and specialized risk mitigating flight training with Bell Academy in Dallas, Texas.
1. Training will be provided on demand with Bell Academy in order to re-establish proficiency and provide a focused autorotation (energy management) course required for CB and AOD helicopter pilots in command (PIC) to stand up the helicopter capability in the most risk-mitigated fashion.
This effort will allow NASA/AOD to meet the demands of the NASA syllabus training to prepare the corps to return to the lunar surface. This Academy training is required for helicopter PICs as their qualifications have lapsed, were granted on a different helicopter, but most importantly to minimize risk operating a single engine helicopter. The autorotation (safe recovery to ground with engine at idle, simulating an engine failure) and energy management training with their industry leading experts is highly recommended as part of CB/AOD’s initial efforts to stand up the helicopter program in a single engine aircraft for maximum safety. Concepts of energy management are also skills that are seen in other areas of the HLS training schemes. As such, having a pilot cohort trained specifically in this area in the helicopter will be advantageous to the entire training scheme for lunar landing ops. Bell Academy offers this training with highly qualified pilot instructors with exceptionally deep knowledge of the aircraft given they are the manufacturer that can complete maneuvers not normally executed by standard FAA Instructors.
2. Bell Academy offers includes in-depth review of aircraft operations. Given the age of the NASA
Johnson Space Center (JSC) helos, this manufacture’s knowledge is considered vital.
3. Bell Academy has several FAA rated Flight Simulation Training Devices (FSTD) that can be utilized for emergency simulations, procedural practice, and NASA helo syllabus development for emergency procedures.
4. Pilots will complete the Initial Course offered by the facility. At present, AOD is unable to current these pilots internally because of delays in sourcing an instructor pilot during the government shut down and hiring freeze. Having all the astronaut and CB/AOD staff helicopter pilots current will allow the initial work in establishing the program to be completed internally and minimize delays to Astronaut training that will rely on this capability, namely HLS and assigned Artemis 3 crew training.
5. The on-demand capability for training at Bell Academy due to the fleet size and available instructors means that CB is able to continue proficiency flying until such a time NASA is self-sustaining.
8. A training report including hours flown shall be provided by Bell Academy upon completion of the training program.
