Key responsibilities include: providing recurring briefings to the HiCAM Project Leadership Team on technical progress and milestone completion; reviewing and updating Activity-Level Models (ALMs) and discrete event simulations to generate Key Performance Parameters (KPPs); collaborating with HiCAM Technology Assessment Process (TAP) Cooperative Research Teams (CRTs) to define and execute project work plan tasks; providing written KPP and TRL/MRL assessment guidance to Manufacturing Technology CRTs; reviewing and updating wing and fuselage assembly baseline models; ensuring consistency across HiCAM manufacturing technologies; incorporating manufacturing process improvements across all applicable HiCAM manufacturing models; and developing hybrid production systems. The contract specifies a 12-month period of performance from the award date, with remote work as the place of performance. Travel requirements include attending annual HiCAM Spring and Fall Reviews in-person at NASA Langley Research Center and planning one 5-day face-to-face technical exchange trip per work year at an ACC Member's facility, with an assumed location in Seattle, WA. The government will furnish a laptop and software to support PWS requirements. The HiCAM project has a finite duration with no anticipated support needed beyond fiscal year 2029.

STATEMENT OF WORK (SOW)

Title: HiCAM Technology Assessment Support

1. Objective/Requirements This contract shall provide composite aircraft manufacturing technology assessment and commercial production modeling SME support to the HiCAM Project Leadership Team.

This support includes, but is not limited to, representing NASA as a Task Lead or key contributor in ACC work activities.

It is anticipated that the Contractor will need to work in collaboration with NASA and other ACC partners to execute the work defined throughout this requirements document.

However, the Contractor is expected to perform independent work, engage with internal and external stakeholders at the working and leadership levels, and be proactive throughout performance of these requirements.

Background:

The primary goal of the Hi-Rate Composite Aircraft Manufacturing (HiCAM) project is to demonstrate manufacturing approaches and associated technologies for large composite airframe structures that enable high-rate production (up to 80 aircraft per month) with reduced cost and no weight penalty versus 2020 technologies. The Project will develop mature, affordable, high-rate composite manufacturing and assembly technologies, with reduced equipment and tooling costs, enabling a faster, more cost-effective production cycle for lightweight airframe structures. The Project will also develop model-based engineering tools needed to rapidly mature and optimize both component design and the manufacturing processes. Achieving the overall project goal will require improvements across the seven major areas that drive high-rate composite aircraft manufacturing: materials, architectures, laydown, cure, assembly, inspection, and paint. HiCAM has a finite duration and does not anticipate the need for support beyond fiscal year 2029.

HiCAM technical work is performed by Cooperative Research Teams (CRT) whose members are part of the Advanced Composites Consortium (ACC). The ACC is comprised of government, industry, and academic institutions who partner in their pursuit of advancing high rate composite aircraft manufacturing techniques that align with Project objectives. CRTs collaboratively define and execute content outlined in work activity Project Work Plans (PWPs) that focus on manufacturing-specific technologies, or cross cutting model-based engineering tools, inspection and advanced assembly technologies, and capstone demonstration articles. However, these CRTs often focus only on specific technology development and do not consider how technologies developed by several CRTs might integrate to affect the overall performance of an advanced production system. Because of this, NASA established a Technology Assessment Process where commercial aircraft manufacturing production model subject matter experts (SME) developed simulations of future production systems to estimate the relative impact of proposed high-rate manufacturing technologies on system level key performance parameters, and to assess progress toward meeting Project goals. NASA does not have the requisite in-house subject matter expertise in commercial aircraft production systems to effectively contribute to work activities defining the Technology Assessment Process, or to provide related insights and recommendations to the HiCAM Project Leadership Team regarding these topics.

2. Characteristics, Scope, and Specs

The contractor shall perform the following duties:

The Contractor shall provide an employee with the following skillsets and experience:

o Knowledge of composite aircraft wing and fuselage structures and the specific high-rate manufacturing and assembly processes being developed within the NASA HiCAM Project.

o Subject matter expertise and demonstrated experience performing composite manufacturing trade studies for commercial wing box and fuselage assemblies. This includes developing manufacturing models that define the people, processes, tooling, equipment, Takt time, and materials required to meet a specified production rate.

o Demonstrated experience running Simulia discrete event simulations that estimate the required factory work area and recurring and non-recurring costs.

The Contractor shall:

o Provide recurring briefings to the HiCAM Project Leadership Team that include, but are not limited to, assessments of technical progress, evidence of milestone completion and accomplishments, and updates on technology assessments performed by the HiCAM Technology Assessment Process (TAP) and manufacturing technology Cooperative Research Teams (CRTs).

o Review and update HiCAM Activity-Level Models (ALMs) and discrete event simulations to generate updated Key Performance Parameters (KPPs).

o Generate and recommend to the HiCAM Project Leadership Team innovative technical approaches to assess and/or improve production system performance.

o Collaborate with HiCAM TAP CRT members to define and execute project work plan (PWP) tasks, and contribute to deliverables, milestones, risks, objectives, and schedule updates.

o Actively collaborate with Members of Manufacturing Technology CRTs to provide written KPP and TRL/MRL assessment guidance consistent with HiCAM guidelines.

o Review and update HiCAM wing and fuselage assembly baseline models consistent with HiCAM assessment processes and structural sizing guidelines.

o Review and update system-level technology assessments performed by others to ensure consistency across the HiCAM manufacturing technologies.

o Incorporate manufacturing process improvements from one manufacturing model to all other HiCAM manufacturing models as applicable (e.g., thermoplastic CRT process improvements applicable to resin infused and next generation thermoset models).

o Develop and update hybrid production systems (components fabricated with more than one manufacturing approach) for the HiCAM wing and fuselage vision systems.

o Perform SPACE RT Validation Testing of four (4) remote terminals in the Main Engine Controller at the John Doe facility in Canoga Park, CA, starting November 30, 2017.

o Perform test to the " RT Validation Test Plan," Appendix A to SPACE using the Test Systems RT Validation Test Procedure dated June 1, 1985.

o Provide test connector capability using Planet 1 type connectors.

o Validate that the SPACE hardware meets the design requirements for rocket communication.

o Perform electrical, noise rejection and protocol testing as called out in the

SPACE design.
