About this file

This is a Statement of Work for the University of Hawaii at Manoa to operate, maintain, test, and evaluate NASA's Plant X biomanufacturing facility over an 8-month period from August 2026 through March 2027 at a housing community site in eastern Oahu. The Principal Investigator is Dr. Tao Yan, Director of the Water Resources Research Center.

The project requires UHM to perform eight primary tasks: (1) assist Kennedy Space Center (KSC) and DEVCOM with site preparation, installation, and commissioning of Plant X, including shipping layout coordination and retention tank setup; (2) oversee facility operations using SOPs and training provided by NASA/KSC; (3) perform scheduled maintenance, repair, and troubleshooting on solar panels, reactors, and growth systems according to NASA maintenance plans; (4) conduct water quality and product evaluation testing of influent wastewater, irrigation water, and bioreactor product chemistry, measuring conventional parameters (TSS, turbidity, color, TDS, COD, TN, ammonia, nitrite, nitrate, TP), micropollutants (PFAS), and microbial safety and product identification parameters; (5) monitor crop growth and health for cotton production; (6) assist with either decommissioning or community handover of Plant X at project conclusion; (7) prepare and present a final report with performance data and lessons learned; and (8) participate in weekly project status calls with University of South Florida (USF), NASA, and other parties. The budget includes 2-3 graduate or post-doctoral students (2 FTE equivalents over 8 months with tuition and fringe), professor summer stipend, chemicals and test kits for water quality testing, and costs for university analytical equipment use.

Statement of Work for the University of Hawaii at Manoa (UHM)

PI: Dr. Tao Yan, Director: Water Resources Research Center

Scope: UHM will provide operation, maintenance, testing, and evaluation of NASA’s Plant X biomanufacturing facility.

Project site: A housing community in eastern Oahu

Period of performance: 8 months [August 2026 through March 2027]

Tasks:

1. [Aug/Sept] Assist KSC and DEVCOM with site prep and the installation and commissioning of

Plant X on the project site, including:

a. Assist DEVCOM with shipping and site integration layout of Plant X (pictures).

b. Assist NASA/KSC in setup and installation of retention tank next to NEWgenerator.

2. [Oct/Feb] Oversee operation of Plant X. NASA KSC will provide SOPs, drawings, and training for facility operations after contract execution and prior to September.

3. [Oct/Feb] Perform scheduled maintenance, repair, and troubleshooting on Plant X according to maintenance plans from NASA. These shall include maintenance of solar panels, reactors, and growth systems. Anticipated repair materials may be provided by NASA.

4. [Oct/Feb] Perform water quality (WQ) and product evaluation testing of (a) the influent wastewater from NEWgenerator delivered to Plant X, (b) irrigation water within Plant X, and

(c) product chemistry from bioreactors. WQ parameters include conventional parameters (TSS, turbidity, color, TDS, COD, TN, ammonia, nitrite, nitrate, TP), micropolluants (PFAS), as well as parameters pertaining to microbial safety tracking and product identification. All test plans will be provided by NASA prior to August 2026.

5. [Oct/Feb] Evaluate crop growth and health in Plant X. UHM shall monitor the growth system for cotton production.

6. [March] At the end of the project period, assist KSC, OUSW, and DEVCOM with either the decommissioning of Plant X or handover to the local community.

7. [Feb/March] Prepare and present report on the pilot demonstration, including performance data and lessons learned.

8. [Aug-March] Participate in weekly project status calls with USF, NASA, and other parties.

Budget Justification:

2-3 graduate or post-doctoral students over 8 months (2 FTE) including tuition and fringe Professor summer stipend Chemicals and test kits for WQ testing Cost for using university analytical equipment use
