About this file
This is a Recommendation and Determination to Solicit from One Source or Brand Name document issued by the National Aeronautics and Space Administration (NASA) Shared Services Center. NASA recommends sole-source procurement from AuSIM, Inc. for AuSIM3D Software Service Renewal, with an estimated performance period of April 1, 2026 through March 31, 2027. The document justifies this single-source procurement based on the proprietary nature of AuSIM software, which is integral to the Langley Exterior Effects Room (EER) psychoacoustic test laboratory.
The sole-source justification centers on AuSIM, Inc.'s exclusive control of the software and its refusal to license source code to third parties for maintenance and enhancements. The required service includes software updates and support for the complete server software suite (OpenKernel, Advanced Propagation, Advanced Signals, EventList Manager, GSDB, and AuSIM3D Client modules) as well as Matlab software components (AuProbe, AHMTools, HeadZap, VectsonicTools, CalVal, CMMat utilities). NASA identifies no alternative commercial software capable of performing the necessary functions. The document notes that developing alternative software through a separate contractor would require an estimated duration of two or more years and would create negative schedule impacts to NASA's support for Presidential Executive Order 14307 regarding American drone dominance initiatives. The recommendation was submitted on February 20, 2026.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with AuSIM, Inc. only for AuSIM3D Software Service Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 04/01/2026 – 03/31/2027.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
AuSIM software is an integral part of the Langley Exterior Effects Room (EER) psychoacoustic test lab.
AuSIM, Inc. is the only vendor that provides software maintenance for their software. The service contract will provide required software updates and support for the full server software suite (including OpenKernel, Advanced Propagation, Advanced Signals, EventList Manager, GSDB, and AuSIM3D Client modules), and Matlab software (including AuProbe, AHMTools, HeadZap, VectsonicTools, CalVal, CMMat utilities). AuSIM, Inc. is the only source that can provide this service as AuSIM3D software is proprietary. AuSIM, Inc. does not license its source code to third parties for software maintenance and enhancements, hence there are no alternative contractors.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
There is no alternative commercial software to perform the needed functions in the LaRC EER lab. The impact to not purchasing this software maintenance is to have a separate contractor write similar software at an estimated , duration of 2 or more years, and negative schedule impact to NASA efforts to support Presidential Executive Order 14307, “Unleashing American Drone Dominance”.
