About this file
This is a Sole Source Justification and Determination document from NASA's Shared Services Center recommending single-source negotiation with the University of Wisconsin-Madison Space Science and Engineering Center (SSEC) for McIDAS Satellite Server Family and McIDAS-X MX License Renewal. The period of performance is January 1, 2026 through December 31, 2026.
The justification establishes that SSEC is the sole developer and distributor of McIDAS software and the exclusive provider of ADDE (protocol) access to real-time and historical satellite data from GOES-East, GOES-West, Himawari, Meteosat-9, and Meteosat-11 GEO satellites. McIDAS software and data access are critical to supporting multiple NASA programs and projects including CERES, DOE ARM, NOAA convective weather, and FAA Icing operations, as well as NASA Airborne Flight Missions. SSEC distributes McIDAS exclusively through McIDAS Users' Group (MUG) membership, which includes the software license, online updates, documentation, and user support. The document notes that the absence of McIDAS software and real-time satellite data server access would prevent NASA from generating global cloud and radiative products and would compromise the delivery of satellite data to NASA's Mission Tool Suite used for nowcasting, aircraft guidance, and mission planning. Competition is determined to be impractical due to SSEC's monopoly on both the software development and the satellite data server protocols required for NASA operations.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with University of Wisconsin- Madison Space Science and Engineering Center (SSEC) only for McIDAS Satellite Server Family and McIDAS-X MX License Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 01/01/2026 – 12/31/2026.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
McIDAS software and satellite data access (real-time and archive) are needed to support many atmospheric science projects, programs, and field campaigns in particular CERES, DOE ARM, NOAA convective weather, FAA Icing, and NASA Airborne Flight Missions. McIDAS provides a critical framework to allow real-time data acquisition and processing of Satellite Server Family (SSF). The Space Science and Engineering Center (SSEC) at University of Wisconsin-Madison is the developer of McIDAS and is the sole distributor of the software. SSEC only provides McIDAS software to those that have purchased a McIDAS Users' Group (MUG) membership, which includes the software license, online updates to the software and documentation, and user support. SSEC is also the sole distributor of ADDE (protocol) access to both real-time and historical archive of Satellite Server Family (SSF) consisting of GOES-East, GOES-West, Himawari, Meteosat-9, and Meteosat-11 GEO satellites.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The impact of not having McIDAS software and data access would result in the inability to generate global cloud and radiative products used to effectively support NASA programs and projects. McIDAS software and its real-time satellite data server access are critical underlying components that are used to deliver satellite data and products to NASA Mission Tool Suite (MTS) used to support nowcasting, aircraft guidance, and mission planning of NASA airborne field missions.
