About this file

This is a Statement of Work (SOW) dated April 30, 2026, for NASA's Aeronautics Research Mission Directorate (ARMD) Innovative Concepts (IC) team within the Transformative Tools and Technologies (TTT) project. The contractor shall support the foresight lifecycle by collecting and analyzing data across PESTELE domains (Policy, Economics, Social Science, Technology, Environment, Legal, Ethics) through multiple methodologies including social listening (Reddit, YouTube, social media), academic literature scraping, experimental scanning, news gathering, patent analysis, human expert interviews, and sentiment analysis. All collected data must be tagged within PESTELE domains, NASA technology capability domains (outlined in Appendix A), and aligned to Maslow's hierarchy of needs (Physiological, Safety, Love/Belonging, Esteem, and Self-Actualization). The contractor shall integrate all data into NASA's Madi knowledge management system with appropriate tagging and shall identify weak signals from one-off experiments, with all data traceable to sources.

The period of performance is 12 months beginning immediately following task order award, with the contractor available for consultation and iteration. Key deliverables include existing data delivery by June 19, 2026, and new data monthly on the 4th Monday of each month in formats specified by the Madi team. The contractor shall provide ten (10) topic briefings on NASA-determined subjects across PESTELE domains, including interviewee biographies, conflicts of interest disclosures, interview transcripts, expert contact information, key insights, areas of convergence and disconnects, and briefings formatted according to NASA Fundamental Units and taxonomy. NASA will provide suggested problem areas, subject matter experts for knowledge elicitation, and virtual meeting environments for monthly meetings and intermediate discussions.

STATEMENT OF WORK

DATED: Apr 30, 2026

1. Introduction/Background:

The NASA Aeronautics Research Mission Directorate’s (ARMD) Innovative Concepts (IC) team identifies potentially transformative opportunities for NASA using strategic foresight. The intention is to accelerate innovation that leads to positive futures for all.

1.0 Scope of Work:

This work supports the lifecycle of foresight within the Innovative Concepts (IC) team in the Transformative Tools and Technologies (TTT) project, within the Transformative Aeronautics Concepts Program (TACP) of ARMD. This includes data collection (human and digital) across PESTELE (Policy, economics, social science/society, technology, Environment, Legal, Ethics; data validation; and data transfer; compatibility with NASA Madi (NASA internal knowledge management system).

1.1 Social listening (Redditt, YouTube video and comments, and other social media)

1.2 Academic literature scraping

1.3 One-off and weird experiment scanning (human and digital)

1.4 News gathering (Ground News and additional sources)

1.5 Patent analysis

1.6 Human interviews (with diversity of opinions covering the envelope of NASA foresight framework space.)

1.7 Analysis of bias in data, and veracity of data

1.8 Sentiment analysis

1.9 Integration of 1.1-1.7 into Madi to enable visualization and search through appropriate tagging based on IC provided framework.

1.10 Topic briefings based on expert interviews across the PESTELE domains.

1.11 Complete belief systems impact analysis and publish report on drivers of beliefs, belief systems and their impact on decision making and technology development.

2.0 Tasks - Description of Work

1. For each of 1.1-1.6,

a. contractor shall scrape data and metadata from a diversity of sources

i. For patents and companies – a range of databases covering Europe, South America, Asia, Africa.

ii. A range of academic publications

b. contractor shall Tag the data within the PESTELE (policy, economics, social science, technology, environment, legal, ethics) domains

c. contractor shall Tag the data within the capability domains as shown in the appendix.

d. contractor shall Tag the data by alignment to Maslow’s hierarchy of needs.

i. Physiological Needs Basic survival requirements such as air, water, food, sleep, sex, and shelter. These are the foundation of human functioning and must be met first.

ii. Safety Needs The need for security and stability, including physical safety, health, financial security, and a predictable environment.

iii. Love and Belonging Needs The human need for relationships, affection, friendship, family, and a sense of connection to others or community.

iv. Esteem Needs The desire for respect, recognition, accomplishment, confidence, and feelings of value—from both oneself and others.

v. Self-Actualization Needs The need to achieve one’s fullest potential, pursue personal growth, creativity, and meaningful goals aligned with one’s values.

2. For 1.10, contractor shall interview a range of experts on multiple sides of issues from a range of demographics and geographies.

3. contractor shall integrate data already scraped for 1.1-1.8 into Madi through suitable data architecture and formats.

4. For 1.3, contractor shall identify events, ideas, articles, people that describe one off experiments across PESTELE. The intention is to spot weak signals. We want raw data and not analysis.

5. All data shall be traceable to sources

NASA will provide the following:

• Suggested problem areas informed by NASA strategic guidance;

• NASA personnel to serve as SME for market and technology knowledge elicitation (non-exhaustive)

• Virtual meeting environment for monthly meetings and any intermediate discussions that are needed.

Period of Performance

The contractor shall be available during the base period of 12 months for consultation and iteration (within reason). The period of performance will start immediately following task order award.

3.0 Deliverables:

1. contractor shall provide data for all tasks to NASA Madi team for ingestion into Madi in format based on Madi team

a. Existing data (by 6/19/2026)

b. New data (monthly on 4th Monday of month)

2. contractor shall provide ten (10) briefings on special topics to be determined by NASA on a range of topics across PESTELE domains. Includes
