☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Codeware software is used to perform stress calculation and analysis for new vessels in accordance with American Society of Mechanical Engineers (ASME) pressure vessel and piping codes. The code compliance is mandated by APR 8715.1 Chapter 10 on ground-based pressure systems and NASA STD (8719.17D). This year’s renewal is for a one year use license shared among our group. We have performed many vessel/tanks analysis using this software in the past to validate the design/operation. The historic files are stored in our database as records of proof of compliance. Work in progress requires maintaining the same existing software.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Adopting an alternative software platform would require significant engineering rework and analysis, and potential schedule delays due to staffing uncertainties.

This approach is not feasible given current cost and schedule constraints.

ADDITIONAL COMMENTS:

Requesting direct placement with the software owner, Codeware Inc. Based on experience from 2 years ago, NASA will not sign a Purchase Agent Agreement that is required by Codeware for third party bidders for license maintenance renewals, 2/10/26 Technical User Name Date
