☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for the product being procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA has an existing agreement and maintenance plan with . This source is well documented and there is a knowledge base associated with it across the entire division. This source has been a proven reliable that NASA currently utilizes. Extensive systems, workflows, and other artifacts are in place within NASA and this procurement is a continuation of the existing implemented setup. The distinctive features of this product are considered standard in the current work processes and system architecture.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The impacts would be significant and numerous if another product were selected. If a new vendor/product was used to fulfill this functional need it would impact project schedules, project cost profiles, and personnel. Procurement of an alternate solution would result in a lack of compatibility with the NASA cable plant infrastructure and transport services already in place at NASA. This procurement ensures that the NASA equipment stays operable and calibrated within specification to perform daily work. This procurement is vital to NASA’s past investment. To pursue the evaluation or procurement of an alternate solution would be both operationally cost and time prohibitive.
