About this file
This is a Statement of Work for an employee training program titled "Leadership Through Influence" (LTI) to be procured and hosted by NASA's Office of the Chief Human Capital Officer for internal NASA employees during Fiscal Year 2026.
The program objective is to develop leaders' ability to build strong professional relationships and communicate effectively to influence others authentically and successfully. The training will enhance self-awareness, interpersonal effectiveness, and leadership presence through an experiential, interactive learning model incorporating facilitated exercises, gamified scenarios, and relationship-centered leadership behaviors. Participants will identify and apply their primary style of influence, develop a multi-faceted leadership approach integrating emotional intelligence and agile thinking, learn a strategic communication framework to influence across organizational levels, and acquire techniques to reduce defensiveness in challenging conversations. The contractor must deliver facilitated learning sessions with interactive exercises and real-world scenarios, gamified training simulations focused on high-stakes communication, structured peer-to-peer feedback opportunities, practical tools and frameworks for sustained application, a technology platform (Teams, Zoom, or equivalent) with a dedicated technical producer, a Program Workbook for each participant, and daily and final attendance reports. The place of performance is virtual instructor-led training with a Period of Performance from February 2, 2026 through February 26, 2027. Two course offerings are planned: Offering 1 on March 19, 20, 23, 24 or March 26, 27, 30, 31, and Offering 2 on June 11, 12, 15, 16 or June 18, 19, 22, 23. The contract includes requirements for contractor disclosure of Artificial Intelligence (AI) technologies used during contract performance and additional requirements if acquiring covered AI systems or services as defined by OMB memo M-25-22.
