About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a high precision laser alignment system. The document justifies a sole source procurement for the Pinpoint Laser systems Microgage Transceiver, which offers unique measurement capabilities with 2.5 micron accuracy, designed to limit cosine error and alignment uncertainty. The specific system features a stabilized laser transmitter and high-resolution electronic receiver integrated into a single transceiver platform with proprietary measurement software.
The procurement details include an estimated 6-week lead time for delivery after order receipt. NASA determined that alternative vendors cannot provide the required measurement tolerances, and using competing alignment solutions would make planned experiments impossible. The document emphasizes the system's technical specifications, including its ability to limit beam and receiver positional drift to less than 5 microns over extended measurement periods and provide real-time numerical position data, deviation tracking, and logged measurement outputs.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with only for a high precision laser alignment system. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 weeks after receipt of order.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Only the Pinpoint Laser systems Microgage Transceiver can measure angular alignment to the required tolerances. It is a proprietary, integrated laser measurement system that combines a stabilized laser transmitter and a high-resolution electronic receiver within a single transceiver platform, coupled with proprietary measurement software. In particular, the microgage transceiver measures position with 2.5 micron accuracy, is designed to limit cosine error and alignment uncertainty, limits beam and receiver positional drift to less than 5 microns over extended measurement periods, and features capture software that directly interfaces with the transceiver hardware to provide real-time numerical position data, deviation tracking, and logged measurement outputs suitable for engineering documentation and traceability.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The planned experiments are not possible if measurements are made with reduced tolerances from competing alignment solutions.
