About this file

This is a Recommendation and Determination to Solicit from One Source or Brand Name document issued by NASA Shared Services Center dated December 22, 2025. NASA recommends sole source negotiation with an unnamed vendor for the Neev Content Suite for SAP, with an estimated performance period from December 1, 2025, through December 1, 2027. The total estimated cost is redacted in the document.

The justification for sole source procurement centers on the Neev Archive Migration Toolkit's unique characteristics, specifically its native compatibility with SAP S/4HANA while maintaining backward compatibility with the organization's legacy PBS product. NASA asserts that no other available tools support both SAP S/4HANA integration and legacy PBS archives in a single solution. Serrala is identified as the sole source reseller of the Neev Content Suite for SAP. The government impact analysis warns that using an alternative vendor would risk loss of access to critical financial data, potential system out-of-support conditions, schedule delays due to procurement and configuration delays following the government shutdown, and the complex and costly necessity to unload and convert existing attachments. These factors collectively support NASA's determination that competition is impractical.

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with only for Neev Content Suite for SAP. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12/1/2025-12/1/2027.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for . The total estimated cost of this effort is Dollar Amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Neev Archive Migration Toolkit has unique characteristics, including native compatibility with SAP S/4HANA while maintaining backward compatibility with the legacy PBS product previously used by the organization. This dual compatibility ensures seamless data migration and continuity without disrupting current business processes. Other available tools do not support both SAP S/4HANA integration and legacy PBS archives in a single solution. Serrala is the Sole Source reseller of the Neev Content Suite for SAP.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor or brand is used, NASA risks losing access to critical financial data, potentially placing the system in an out-of-support condition. Due to the government shutdown, procuring, installing, and configuring a different solution would likely occur after the support deadline, causing schedule delays and operational risk. Compatibility issues would require unloading and converting all existing attachments, which would be time-consuming and complex. These efforts would require additional resources and result in increased costs to NASA.
