About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name form for the Neev Content Suite for SAP. NASA recommends negotiating exclusively with Neev for their Archive Migration Toolkit, citing its unique compatibility with SAP S/4HANA and legacy PBS archives. The procurement is justified by the toolkit's ability to ensure seamless data migration without disrupting current business processes, with a proposed performance period from 12/1/2025 to 12/1/2027.
The justification emphasizes that alternative solutions cannot provide the same level of technical integration and compliance. If another vendor were selected, NASA risks losing critical financial data, facing potential system support issues, and incurring significant additional costs and complexity in data migration. The document highlights the risks of switching vendors, including schedule delays, operational challenges, and the need to unload and convert existing attachments, which would require substantial resources.

NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor only for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Neev for Neev Content Suite for SAP. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12/1/2025-12/1/2027.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Neev Archive Migration Toolkit has unique characteristics, including native compatibility with SAP S/4HANA while maintaining backward compatibility with the legacy PBS product previously used by the organization. This dual compatibility ensures seamless data migration and continuity without disrupting current business processes. Other available tools do not support both SAP S/4HANA integration and legacy PBS archives in a single solution. Therefore, selecting the Neev Archive Migration Toolkit mitigates technical risk, reduces migration complexity, and ensures compliance with current and future SAP requirements.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor or brand is used, NASA risks losing access to critical financial data, potentially placing the system in an out-of-support condition. Due to the government shutdown, procuring, installing, and configuring a different solution would likely occur after the support deadline, causing schedule delays and operational risk. Compatibility issues would require unloading and converting all existing attachments, which would be time-consuming and complex. These efforts would require additional resources and result in increased costs to NASA.
