About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form recommending NASA's Private Sector Engagement (PSE) Program join the Science Center For Marine Fisheries (SCEMFIS) consortium. The strategic objective is to integrate NASA's advanced Earth observation and oceanography capabilities into commercial fisheries applications by establishing a collaborative partnership through the National Science Foundation's Industry University Cooperative Research Center (IUCRC) program.

The sole source justification highlights multiple strategic goals, including: trust building within the fisheries sector, gathering market intelligence about industry needs, facilitating collaborative development of solutions, and creating an innovation pipeline to expand utilization of NASA Earth Science Division assets. The recommended period of performance extends to 2/1/2027, with the consortium positioned as the exclusive source for this unique engagement. The document emphasizes that this partnership will help NASA leverage established academic-industry networks while contributing unique Earth observation and modeling capabilities to address critical challenges in risk assessment and decision support systems.

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with only for enabling direct engagement with the commercial fishing industry. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 2/1/2027.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Private Sector Engagement (PSE) Program is actively pursuing innovative pathways to accelerate the integration of NASA's advanced capabilities into commercial operational frameworks and strategic decision-making processes. Recognizing the dynamic and competitive landscape of today's markets, PSE strategically focuses on engaging for-profit entities within pre-competitive environments and collaborative forums. This approach fosters transparent, open dialogue regarding cross-sector challenges while preserving competitive advantages and promoting industry-wide advancement. The National Science Foundation's Industry University Cooperative Research Center (IUCRC) Program represents a proven model for bridging the gap between academic research excellence and industry application. This program specifically targets translational research and development initiatives that address critical needs within industry sectors characterized by limited internal R&D infrastructure.

Operating through university-led consortia, each IUCRC empowers Industry Advisory Boards (IABs)—comprised of sector-specific industry stakeholders—to collectively identify, prioritize, and fund high-impact projects through membership investments. PSE has identified a strategic opportunity to join NSF-IUCRC consortium, the Science Center For Marine Fisheries (SCEMFIS) to support integration of NASA’s long-term ocean color and physical oceanography records collected/calibrated/validated through various missions like MODIS, PACE, and SWOT, amongst others. This membership would serve multiple strategic objectives: Trust Building: Establish NASA as a reliable, Page 2 V2.0 3-15-2017 innovative partner within the fisheries sector. Market Intelligence: Systematically gather industry needs and identify gaps where NASA Earth Science Division (ESD) capabilities can provide transformative value. Collaborative Development: Facilitate substantive dialogue with IAB members and consortium leadership to co-create solutions that address real-world fisheries-related challenges. Innovation Pipeline: Generate derivative projects and partnerships that expand the utilization of NASA ESD assets across the fisheries industry applications, ultimately broadening commercial adoption and societal impact.

This strategic alliance positions NASA to leverage established academic-industry networks while contributing our unique Earth observation and modeling capabilities to address critical challenges in risk assessment, catastrophe modeling, and decision support systems within the insurance sector.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The SCEMFIS consortium is the sole source for this unique activity as explained above.
