About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for the Private Sector Engagement (PSE) Program. The document justifies a sole source procurement to join the Center for Innovation, Risk, Catastrophe, and Decisions (CIRCAD), a National Science Foundation Industry University Cooperative Research Center (NSF-IUCRC) consortium. The strategic objectives include establishing NASA as a reliable partner in the insurance sector, gathering market intelligence, facilitating collaborative development, and generating an innovation pipeline to expand NASA Earth Science Division capabilities across insurance industry applications.
The document indicates a planned period of performance through 2/1/2027, with the CIRCAD consortium positioned as the sole provider of this opportunity. The membership aims to leverage NASA's Earth observation and modeling capabilities to address critical challenges like severe weather impacts and develop decision support systems within the insurance industry. The procurement is designed to create a strategic alliance that bridges academic research excellence with industry application, specifically targeting translational research and development initiatives in sectors with limited internal R&D infrastructure.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with only for enabling direct engagement with the insurance industry. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 2/1/2027.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured enabling direct engagement with the utility industry. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Private Sector Engagement (PSE) Program is actively pursuing innovative pathways to accelerate the integration of NASA's advanced capabilities into commercial operational frameworks and strategic decision-making processes. The National Science Foundation's Industry University Cooperative Research Center (IUCRC) Program represents a proven model for bridging the gap between academic research excellence and industry application. This program specifically targets translational research and development initiatives that address critical needs within industry sectors characterized by limited internal R&D infrastructure.
PSE has identified a strategic opportunity to join the recently funded NSF-IUCRC consortium, the Center for Innovation, Risk, Catastrophe, and Decisions (CIRCAD).
This membership would serve multiple strategic objectives: a) Trust building: establish NASA as a reliable, innovative partner within the insurance sector, b) Market intelligence: systematically gather industry needs and identify gaps where NASA Earth Science Division (ESD) capabilities can provide transformative value, c) Collaborative development: facilitate substantive dialogue with IAB members and consortium leadership to co-create solutions that address real-world challenges, d) Innovation pipeline: generate derivative projects and partnerships that expand the utilization of NASA ESD assets across the insurance industry applications, ultimately broadening commercial adoption and societal impact. This strategic alliance positions NASA to leverage established academic-industry networks while contributing our unique Earth

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The CIRCAD consortium is the sole provider of this opportunity to NASA ESD as explained above.
