About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement of Keysight VA One vibroacoustics simulation software. NASA Langley Research Center's Structural and Thermal Systems Branch (D206) requires a software maintenance renewal for the period 1/31/2026-1/30/2027. The software is critical for developing loads and environments models for launch vehicles, spacecraft, and payload structures, and is used by NASA centers and commercial partners like Boeing and SpaceX. Switching to an alternative software would potentially delay the Commercial Crew Program by 6-12 months, require significant retraining and redevelopment of custom scripts, and risk model compatibility issues. The document justifies the sole source procurement based on the software's specialized capabilities, NASA's established expertise with the tool since 2008, and the necessity of maintaining continuity in complex aerospace engineering analysis.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Keysight Technologies Inc. only for LaRC D2 Keysight (ESI) VA One Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1/31/2026-1/30/2027 .
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Keysight (formerly ESI) VA One vibroacoustics simulation software is the accepted tool used by the NASA Langley Research Center, Structural and Thermal Systems Branch (D206) for the development of loads and environments (launch, abort, etc.) for launch vehicles, spacecraft, and payload structures. The input and output of this software are passed through NASA and contractor communities for launch design load development and/or independent verification. VA One software maintenance is required by the NASA LaRC D206 in order to receive software technical support and software updates for the VA One application from Keysight, the software developer, and maintain functionality with the latest version of loads and environments models utilized by other NASA centers and commercial partners such as Sierra, Boeing, SpaceX, etc.Keysight VA One is a specialized analysis software with built-in tools for modeling high frequency acoustic forcing functions, and computationally intensive fluid-structure analysis solutions. While there a few other software products with similar functionality, VA One has additional capability in solving Boundary Element Method (BEM)-Statistical Energy Analysis (SEA) hybrid models. NASA LaRC D206 has established experience and training using the VA One software since 2008 and has developed a number of programming scripts and model building tools unique to VA One. In addition, other NASA centers and commercial partners that NASA LaRC D206 supports utilize VA One and sharing models and results with these entities is required.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Annual software support subscription is mandatory for the continued use of the Keysight VA One vibroacoustics simulation software, and Keysight is the only vendor that can provide maintenance to their proprietary software. Loss of the VA One software would adversely impact NASA LaRC D206’s support of the Commercial Crew Program (CCP). NASA’s Boeing and SpaceX Crew and Cargo launches would likely be impacted by 6-12 months as new software would need to be procured, training completed, scripts and model building tools regenerated, new models developed, analysis reperformed, and both new
Page 2 V2.0 3-15-2017 models and analysis results verified. In addition, the CCP would incur increased risk as a result of software incompatibility when sharing models and results, loss of native functionality with regards to BEM-SEA hybrid model solving, and reverification of D206 models and analysis results. Finally, it is anticipated that at minimum would be required to purchase an alternate vendor solution and associated training for D206 personnel and that 1-2 FTEs would be required to redevelop programming scripts and model building tools unique to that solution.
