STATEMENT OF WORK
1. Objective/Requirements Due Diligence currently does not have the capability or resources available to answer the 8 Due Diligence questions regarding Foreign Influence in accordance with The Disclosure of Foreign Relationships 15 U.S.C. § 638 and the SBIR and STTR Extension Act of 2022. The SBIR and STTR Extension Act of 2022 adds a new due diligence program that evaluates and analyzes the “cybersecurity practices, patent analysis, employee analysis, and foreign ownership” of small businesses applying for SBIR or STTR awards for national security risks presented by foreign interests or ties. To comply with the statues due diligence, require Clarivate to make the licensed data available to Due Diligence via API or Data Feed as set forth in the order form. To meet these needs, Clarivate delivers data in packages called Web of Science - API - Expanded – Basic and Derwent API: Global Patent Data. It is a modern, best-in-class method of serving data in a simple, standardized, and flexible way. Data API Feeds empower NASA Due Diligence to easily ingest data they require across their enterprise in a consistent and scalable manner via API, flat files, or a combination.
2. Characteristics, Scope, and Specs Services: Clarivate shall provide the following services to Customer::
• Service: Clarivate will make the licensed data available to via API or Data Feed as set forth in order form.
• The data must remain behind your firewall and be accessible only to
• Be able to view, use, download and print data for individual use;
• Be able to perform specific research or numerical/statistical analyses to produce reports that may be shared with other Users
• Be able to extract maintain and display data in an internal repository within a Client
Software Application or an Approved Third Party Software. A full list of such Approved Third Party Software be available on request
• Be able reproduce, index and maintain data internally within a Client Software Application for the sole purposes of allowing to search content, and displaying results of searches performed.
• Be able to use the API to access the Data Fields in accordance with the applicable License Level, in each case as permitted by subscription and set forth below For Research Projects use the API:
(a) to view, use, download and print such data fields for individual academic use;
(b) to perform specific research or numerical or statistical analyses on such data to produce reports in support of scientific endeavors (provided for abstracts you must have the relevant rights by law or from the copyright owner for such use); and
(c) on an infrequent, irregular and ad hoc basis to distribute limited extracts of such data that have no independent commercial value and to share data and reports across academic collaborations, in each case in the ordinary course of your academic research and provided our data may not be further distributed or used for any other purpose, including as a substitute for any service (or a substantial part of it) provided by us, our affiliates or third party providers
For Data Integration use the API:
(d) to extract, maintain and display data in an institutional repository on websites owned, maintained and controlled by NASA, including NASA’s intranet and publicly-accessible websites or within an Approved Third Party Solution;

4. Period of Performance December 2025 – December 2026
1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders); and
2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).
