About this file

This Statement of Work (SOW) outlines a feasibility study for NASA and the Department of Energy (DOE) focused on quantum sensing applications using space-enhanced exotic glass fiber in microgravity. The study aims to develop a quantum glass manufacturing system definition, conduct quantum sensor performance modeling, define terrestrial and in-space manufacturing methodologies, assess risks, and prepare a commercialization plan. Only U.S. companies with proven ability to process exotic glass materials in microgravity will be considered qualified.

The project has a performance period from contract award through April 30, 2026, with three key milestones: a kickoff meeting and project plan within 15 days of award, a preliminary study report due 90 days after award, and a final study report, modeling software, and briefing due 180 days after award. The work will be performed at the contractor's facilities, with the goal of laying groundwork for future NASA and DOE technology demonstrations in quantum sensing materials production using microgravity environments.

FEASIBILITY STUDY OF QUANTUM SENSING APPLICATIONS

STATEMENT OF WORK

The development of advanced in-space manufacturing techniques and materials aligned with the priorities of the “Fiscal Year (FY) 2027 Administration Research and development Budget

Priorities and Cross-Cutting Actions” (FY27-OMB-OSTP-RD-Priorites-Memo-

FINALSIGNED.pdf) is crucial for maintaining United States technological leadership in both terrestrial and space applications that require high performance quantum materials. NASA’s In

Space Production Applications (InSPA) Portfolio enables commercially viable and sustainable business opportunities in low-Earth orbit (LEO) that advance solutions for national interest or public benefit by leveraging the capabilities and resources of the International Space Station

(ISS). NASA has held discussions with the Department of Energy (DOE) and its National Labs regarding the national need for science and technology development in quantum sensing using high-performance exotic glass fiber. NASA has previously funded the development and demonstration of exotic glass annealing and fiber draws on the ISS, and now intends to fund a feasibility study of potential quantum sensing applications based on the results of those demonstrations. Only companies whose U.S. personnel have demonstrated the ability to process relevant exotic glass materials in microgravity with superior results will be considered qualified to implement this Statement of Work. The contractor shall meet the below feasibility study objective and requirements to inform NASA and DOE strategy.

1. Objectives and Requirements

The contractor shall conduct a feasibility study of using space-enhanced exotic glass fiber (e.g.

heavy metal fluoride glasses) in quantum sensing technologies of interest to the United States, including the needs of the Department of Energy. The contractor will identify potential high-value applications and prepare a commercialization plan that utilizes the microgravity environment of low-Earth orbit (LEO) to produce the space-enhanced glass. The contractor shall build upon previous in-space research that suggests gravitational effects influence crystal formation and defect density and develop a system definition and manufacturing methodologies utilizing microgravity as a subsystem. This study will lay the foundation for future NASA and

DOE awards enabling the technology demonstrations needed to mature the in-space manufacturing of quantum sensing materials.

The main objectives of this purchase order are to:

(1) Develop a quantum glass manufacturing system definition that utilizes microgravity.

(2) Conduct modeling and simulations of the quantum sensor performance.

(3) Define practical in-space and terrestrial manufacturing methodologies.

(4) Conduct a risk assessment for achieving needed performance and propose mitigation strategies.

(5) Identify potential quantum sensing applications and prepare a commercialization plan for sustainable use of microgravity to produce those applications.

Results shall be compiled into a detailed report or briefing charts and delivered/presented to

NASA and DOE stakeholders.
