☒I recommend that NASA, NASA Shared Services Center negotiate with ISS, Inc only for SLICwave Database – NASA Instance. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery of the initial pro-rated maintenance is the base period of 10/01/2025- 9/30/2026, the base period and associated option periods as authorized.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Gateway Vehicle Equipment Team worked with two vendors to determine which Logistics Support Analysis Record (LSAR) database met our needs the best. The first database we looked at is EAGLE and was developed by Raytheon. The second database we looked at is SLICwave and was developed by Integrated Support Systems, Inc. After looking at costs, usability, and supportability, we determined that SLICwave best meets out needs. Even though SLICwave is about $155k more than EAGLE, SLICwave is more user friendly, which will allow for other areas within the Gateway program (Flight Ops, Manifesting) to easily navigate the LSAR data. SLICwave allows for ad hoc query/report options that provide greater flexibility when providing data to others that EAGLE does not. SLICwave provides configuration management benefits as it tracks data inputs and performs instantaneous quality checks on the data that EAGLE does not. SLICwave provides training on the tool and in the area of logistics, whereas EAGLE only provides limited training on the tool. SLICwave provides unlimited tech support and EAGLE limits users to only 10 hours per year. SLICwave was procured in 2021 and this funding will cover the yearly maintenance needed for this software/database.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

SLICwave costs more than EAGLE initially; however, with each tech support hour needed above the 10 allocated hours, Raytheon, who owns EAGLE, would send a charge to NASA. We estimate that we will need about 100 tech support hours a year. There is no difference concerning schedule whether SLICwave or EAGLE is chosen. One of the main reasons the Gateway Vehicle Equipment team selected SLICwave is because we will be receiving data from about 50 different sources and this data has to be imported into the database. The import and export features of SLICwave are more user friendly and will save valuable Gateway program time.
