About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA intends to negotiate with Space Power Electronics Inc for 192 hours of High Voltage electrical engineering consulting in support of the MoSAIC instrument on the Geospace Dynamics Constellation mission. The total estimated period of performance is 78 weeks, with the primary justification being to maintain operational efficiency and minimize risks associated with changing vendors.

The recommendation highlights that Genesis Engineering currently provides critical order processing services, including vendor qualification, quote obtainment, incoming inspections, and controlled storage of specialized flight hardware parts. NASA argues that changing vendors could introduce significant operational risks, such as potential damage to high-value parts during multiple moves and the potential need for costly research and qualification of substitute parts. The document emphasizes that utilizing another vendor may result in negative savings and increased operational complexity for the mission-critical MoSAIC instrument suite.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Space Power Electronics Inc only for the procurement of 192 hours of High Voltage electrical engineering consulting in support of the MoSAIC instrument on the Geospace Dynamics Constellation mission . The total estimated cost of this effort is and the estimated period of performance is 78 weeks.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA GSFC intends to eliminate storage options on and off-site. Genesis Engineering currently provides the Government with order processing services including vendor qualification, quote obtainment, incoming inspections and controlled storage of parts. Furthermore, they are contracted to assemble and manufacture electrical boards to be utilized in the MoSAIC instrument suite. The savings to utilizing another vendor may be negative given the operational risk of multiple moves of flight hardware parts and subassemblies (initially to another vendor and then back to Genesis Engineering for use in manufacturing).

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Genesis Engineering is storing over worth of high value flight and spare parts which require controlled storage until use in the manufacturing process. The risk to the Government of moving parts initially to another vendor and then back to Genesis Engineering for use in electrical board manufacturing is high. Furthermore, many of these parts are specialized and any handling damage may even require the costly research and qualification of substitute parts - assuming these are available.
