About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA recommends negotiating with Sheldon Manufacturing Inc. to acquire a Pfeiffer HiPace 700 Part Number 6700593 turbopump (CQ-230523B) for the Langley thermal vacuum test lab. The total estimated cost is not disclosed, and the period of performance is 12 weeks from award.

The justification centers on the unique configuration of this turbopump, which is specifically designed to interface with existing SVO-10T thermal vacuum ovens from Cascade TEK. The document argues that using an alternative vendor would require extensive and costly interface evaluation, potentially causing significant downtime for critical testing assets. An additional note mentions that Sheldon Manufacturing Inc. has recently merged with Cascade TEK, with operations expected to remain substantially unchanged.

☒I recommend that NASA, NASA Shared Services Center negotiate with Sheldon Manufacturing Inc.

only for Pfeiffer HiPace 700 Part Number 6700593 per CQ-230523B. The total estimated cost of this effort is and the estimated period of performance is 12 weeks from award.

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.

The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacturer. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Langley thermal vacuum test lab currently has three SVO-10T thermal vacuum ovens that were procured from Cascade TEK. This turbo pump is part of the CascadeTEK spares optional equipment. This new turbopump is uniquely configured to interface with these ovens with all the proper power, controls and mechanical connections necessary to operate as required.

Without having such a preconfigured spare component on hand, in the event of a failure of this pump, one of our critical testing assets would be placed out of commission. Having this preconfigured spare component allows for minimal down time which is always critical during a testing operation. No other such pre-configured unit has been identified that meets these requirements to interface with the SVO-10T thermal vacuum oven seemlessly.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand or vendor were selected for this procurement an evaluation process would need to start from scratch to first identify all the necessary, interface connections and determine if each one can be made to operate with this particular thermal vacuum oven.

These requirements are not clearly outlined in the oven documentation. Identifying each of these interfaces to the necessary level to ensure that a different turbo pump would meet these requirements would place additional work on our lab personal. Once these interfaces where completely understood, a new vendor search could begin. This new vendor would then need to review our interface requirements and determine if they can meet them. This process has not been costed but it would certainly add to both the cost in materials dollars and

Page 2 V2.0 3-15-2017 manpower effort to ensure a new product would be capable of performing as required.

Because of the critical nature of our testing of flight hardware even once received and installed we would need to perform additional characterization testing of this unfamiliar hardware to ensure its performance profile is well understood and meets the requirements prior to putting it into service. All these activities would add to the cost and delay the schedule for putting this oven back into service. It is recommended that the government procure this unit for our testing needs.

ADDITIONAL COMMENTS:

Note that only recently has Sheldon Manufacturing Inc. merged with Cascade TEK, taking on this brand as part of their larger catalog. Per conversation with Cascade TEK, their operations with stay substantially unchanged.
